of management rights is recorded under the Act in
respect of the frequency to which the licence relates.
(d) You shall not grant new radio apparatus licences
for New Zealand originated short wave sound radio
broadcasting, in frequency bands below 30 MHz
allocated for broadcasting in the International Radio
Regulations, where such services are inconsistent
with the foreign policies of the Government of New
Zealand; and

Telecommunications

(e) You shall make adequate provision for licensing, in
common bands where practicable, of apparatus used
by Government departments or Crown agencies
where such use is primarily for non commercial
public safety and security operations relating to
protection of life and property, and you may decline
to grant licences in such bands where in your opinion
the intended usage is not compatible with this policy; and

(f) You shall not grant new radio apparatus licences, in
respect of two—frequency land mobile channels not
previously licensed, within the ranges of frequencies
472 MHz to 476 MHz and 478 MHz to 482 MHz.

Application of this notice

You shall comply with the directions set out above in
relation to all applications for radio apparatus licences,
including applications made before the date of this notice
but not dealt with before that date.

Revocation of previous notices

The statements of Government policy set out in the
Schedule to this notice are hereby revoked.

Education Act 1989

Amendment of the Constitution of the Council of
Nelson Polytechnic

Pursuant to section 170 of the Education Act 1989, on
the recommendation of the Council of the Nelson
Polytechnic, I hereby revoke subclause 3 (h) and the First
Schedule to the notice entitled ‘Nelson Polytechnic
Notice 1990’ and published in New Zealand Gazette
No. 186, 25 October 1990, and insert a new subclause
3 (h) and a new First Schedule as follows:

“3 (h) Two members resident in Marlborough, selected
by a panel comprising one representative of each of
the organisations/interest groups listed in the First
Schedule to this notice.

The Council shall have the right to amend the Schedule
from time to time as it sees fit.”

First Schedule

The organisations/interest groups, as referred to in
subclause 3 (h) of this notice are as follows:

“Marlborough District Council.

Marlborough Chamber of Commerce.

Marlborough School Trustees Association.

Marlborough Maori Interests (one person representing
all Marlborough Maori Interests).

Marlborough Primary Industries Committee”.

Regulations 1990

Cancellation of a Licence for an Early Childhood
Centre

Pursuant to regulation 14 of the Education (Early
Childhood Centres) Regulations 1990, and acting under
authority delegated by the Secretary of Education, I
hereby cancel the licence dated the 17th day of
November 1992, which was granted under those
regulations to Chad Chibnall in respect of Huntly CCS
Pre-school Unit, Parry Street, Huntly.

This notice shall take effect the day after the date of its
notification in the New Zealand Gazette.

Childhood Centres) Regulations 1990, and acting under

which was granted under those regulations to Dianne
Rahera Saunders in respect of Whakatipuranga Ki Otara
Te Kohanga Reo, corner of Preston and Bairds Roads,
