Broadcasting Act 1989
Appointment of Deputy Chairperson and Member of the Broadcasting Commission and Members of the Broadcasting Standards Authority
On 23 June 1994, Her Excellency the Governor-General of New Zealand appointed
William James Fraser
as a member of the Broadcasting Standards Authority for a term of 3 years from commencing on 16 September 1994, pursuant to section 26 (1) of the Broadcasting Act 1989;
Lindsay Margaret Loates
as a member of the Broadcasting Standards Authority for a term of 3 years commencing on 1 July 1994, pursuant to section 26 (1) of the Broadcasting Act 1989;
Pamela Meekings-Stewart
as a member of the Broadcasting Commission for a term of 3 years commencing on 1 July 1994, pursuant to section 46 (1) of the Broadcasting Act 1989; and reappointed:
James Richard Alan Stevenson
as Deputy Chairperson of the Broadcasting Commission for a term of 3 years commencing on 1 July 1994, pursuant to section 46 (1) of the Broadcasting Act 1989.

Radiocommunications Act 1989
Statement of Government Policy and Direction to Secretary of Commerce
To: The Secretary of Commerce.
Pursuant to section 112 of the Radiocommunications Act 1989 (“the Act”), and pursuant to the policies of the Government communicated to you by me in the Statement of Government Policies and Directions to the Secretary of Commerce, dated 25 January 1994 and published in the New Zealand Gazette of 3 February 1994 at page 365, I hereby amend my directions to you set out in that notice:
(a) By revoking paragraph (c) (relating to television broadcasting services undertaken otherwise than for profit) of the policies of the Government; and
(b) By revoking paragraph (a), under the heading VHF Television Broadcasting, of those directions, and substituting the following paragraphs:
“(a) New radio apparatus licences for VHF television broadcasting services in the ranges of frequencies 44 MHz to 51 MHz, 54 MHz to 68 MHz and 174 MHz to 230 MHz may be granted for the purpose of:
(i) Maintaining and extending the coverage of the services known as TV1, TV2 and TV3; or
(ii) Giving effect to any decision of the Broadcasting Tribunal relating to the services known as TV1, TV2 and TV3; or
(iii) Implementing any technical modifications in the transmission of any of the services known as TV1, TV2 and TV3.
“(aa) Where a radio apparatus licence is used for television broadcasting services other than for the transmission of the services known as TV1, TV2 and TV3, that licence may be revoked under regulation 17 of the Radiocommunication (Radio) Regulations 1993, if that is necessary to maintain and extend the coverage of the services known as TV1, TV2 and TV3.”
(c) By revoking paragraph (f), under the heading Telecommunications, and substituting the following paragraph:
“(f) You shall not grant, for two-frequency land mobile operation in the ranges of frequencies 472 MHz to 476 MHz and 478 MHz to 482 MHz, new radio apparatus licences for channels with bandwidths in excess of 12.5 MHz.”
