Appointment of a Chairman and Members to the Quota Appeal Authority (No. 5385)
Pursuant to section 28A (4) of the Fisheries Act 1983, I hereby give notice that I have appointed
Derek Robert Broadmore, solicitor of Wellington
to be chairman of the Quota Appeal Authority; and
Noel Martin, retired of Bulwer,
and
• Richard Fraser, retired of Wellington
to be members of the Quota Appeal Authority for a term expiring on the 1st day of October 1995.

Dumping and Countervailing Duties Act 1988
Initiation of Dumping Investigation: Sweetened Condensed Milk From Thailand
Notice is hereby given that I, Alexander Hugh McPhail, Manager, Trade Remedies Group, Ministry of Commerce, acting pursuant to section 10 (1) of the Dumping and Countervailing Duties Act 1988, and under delegated authority from the Secretary of Commerce, have initiated an investigation to determine both the existence and effect of alleged dumping of the goods specified in the Schedule to this notice, being satisfied that sufficient evidence has been provided that:
(a) The goods imported or intended to be imported into New Zealand are being dumped; and
(b) By reason thereof material injury to an industry has been or is being caused.
Schedule
Description of Goods Subject to Investigation
Sweetened condensed milk in retail packs not exceeding 450 grams.
Country of Origin
Thailand.
The goods are currently classified under Tariff Item and Statistical Key 0402.99.00.01E of the Tariff of New Zealand, which classification is provided for convenience and customs purposes only, the written description being dispositive.

Southland Polytechnic Constitution Amendment Notice 1994
Pursuant to section 170 of the Education Act 1989, the Minister of Education, on the recommendation of the Council of Southland Polytechnic, hereby gives the following notice:
N o t i c e

Title and commencement—
(a) This notice may be cited as the Southland Polytechnic Constitution Amendment Notice 1994, and shall be read together with, and deemed part of, the Southland Polytechnic Notice 1990 (hereinafter called the “Principal Notice”).
(b) This notice shall come into force on the 1st day of January 1995.

Student Representative on Council of Southland Polytechnic— The principal notice is hereby amended by omitting from clause 3, paragraph (e), and substituting the following paragraph:
“(e) One person who is or has been a student of Southland Polytechnic who shall be appointed by the elected representatives of the Southland Polytechnic Students’ Association.”

Pursuant to paragraph (e) of the definition of the term “Domestic student” in section 159 (1) of the Education Act 1989, the Minister of Education hereby gives the following notice:

(1) This notice may be cited as the Education (Foreign Students) Notice 1994.
(2) This notice shall come into force on the 28th day after the date of its publication in the New Zealand Gazette.

Class of foreign students required to be treated as domestic students— (1) For the purpose of paragraph (e) of the definition of the term “Domestic student” in section 159 (1) of the Education Act 1989, foreign students who are:
(a) a child or step-child of a member of a diplomatic mission or consulate post; and
(b) not exceeding 21 years of age at the date of
