In exercise of its powers under section 42(1)(b); 42(2)(d); 42(3); and 48A of the Nurses Act 1977, the Nursing Council of New Zealand after due inquiry on 22 and 23 September and 12 October 1993 found Registered General and Obstetric Nurse and Registered Midwife Sandra Helen Sinclair to be guilty of professional misconduct and ordered that she be censured; that she pay $20,000 or 75% of actual costs and expenses incurred (whichever is the lesser) toward the cost and expenses of and incidental to the inquiry by the Council and investigation made by the Preliminary Proceedings Committee; that a notice stating the effect of these orders be published in the New Zealand Gazette, Nursing New Zealand, and the journal of the New Zealand College of Midwives.
