To provide:

a. A specialist, non-commercial, nationwide, music and cultural programme;

b. Access to the highest quality musical, artistic and cultural programmes featuring New Zealand and international artists.

(2) Further give you notice that it is part of the general policy of the Government in relation to broadcasting that the services known as National Radio and Concert FM shall continue to be funded by the Broadcasting Commission until at least 30 June 1995; and

(3) In pursuance of that policy, direct that you shall:

a. Use your best endeavours to negotiate contracts, in relation to the provision of funds for the services known as National Radio and Concert FM, that include conditions that require those services to be maintained at such a level that their audiences continue to consider that they are of high quality; and

b. Commission surveys to establish whether the audiences for National Radio and Concert FM consider that the high quality of those services is being maintained.
