Summary of Bills Introduced
Broadcasting Amendment (No. 2)
Amends the Broadcasting Act 1989.
Significant amendments include—
(a) Establishing on 1 July 1993 a new Crown entity to be called Te Reo Whakapuaki Irirangi. This body shall have the function of promoting Maori language and Maori culture by making funds available both for broadcasting and for the production of programmes to be broadcast:
(b) Reducing substantially from 1 July 1993 the responsibility that the Broadcasting Standards Authority has in relation to advertising programmes:
(c) Altering the membership of the Broadcasting Standards Authority:
(d) Altering provisions relating to election broadcasting:
(e) Altering from 1 July 1993 procedures in relation to complaints.
Reserves (Conservation Management Plans)
Amends the Reserves Act 1977 to provide for reviews and amendments of conservation management plans in respect of reserves.
Social Security (Payment of Invalid’s Benefit)
Proposes to amend the Social Security Act 1964 to enable an invalid’s benefit to be payable, at the discretion of the Director-General of Social Welfare, while a beneficiary is absent from New Zealand for more than four weeks. It provides that no such payment shall be made for any period of absence beyond two years.
Housing Assets Transfer
Concerns Maori housing loans advanced under the Maori Housing Act 1935 and the Maori Housing Amendment Act 1938; and State housing loans advanced under the Housing Act 1955 or with funding provided under the Housing Act 1955.
All loans are at present owned by the Crown. The purpose of the bill is to allow their ownership to transfer to the Housing Corporation. The terms and conditions of the loans are not changed by the transfer.
