Summary of Bills Introduced
Electoral Amendment (No. 3)
Amends the Electoral Act 1956, arising from recommendations made by the Electoral Law Committee in its report on the inquiry into the 1990 General Election (I. 17B).
Amendments include:
(a) Reducing from 17 years 9 months to 17 years of age at which a person may make a provisional enrolment;
(b) Changing in the deadline for enrolment from 4 p.m. on the day before polling day to writ day;
(c) Altering the exception that applies in relation to the offence of processing, manipulating, or otherwise changing electoral information;
(d) Increasing from $200 to $300 in the deposit payable by a candidate;
(e) Requiring that public schools used as polling places be reimbursed for the cost of heating and lighting on polling day;
(f) Altering the provision relating to blind, disabled, and illiterate voters so that any person to whom the provision applies may receive assistance in marking the ballot paper;
(g) Increasing from $200 to $1,000 in the deposit payable when an application is made for a recount of votes; and
(h) New procedures for the counting of votes.
Energy Legislation Amendment
Amends the Crown Minerals Act 1991 and the Ministry of Energy (Abolition) Act 1989. The more significant amendments are:
—Under a number of coal mining privileges, bonds held under the Coal Mines Act 1979 are insufficient to cover any environmental restoration that might be required. The bill provides for local authorities to be able to periodically review bonds attached to existing licences at intervals of not less than 3 years.
—The bill ensures that private mineral owners will be given the same rights as owners and occupiers of surface land for activities greater than minimum impact activities.
—The bill amends the Crown Minerals Act to enable a permit holder to be authorised to carry out geophysical surveys over unpermitted land adjacent to the permit.
—The bill allows enforcement officers under the Crown Minerals Act to enter unpermitted land to investigate illegal mining of Crown owned minerals.
War Pensions (Grounds for Payment)
Provides for the War Pensions Act 1954 to be amended to extend grounds for payment of war pensions to members of the Armed Forces injured as a result of New Zealand’s participation in peacekeeping and peacemaking operations.
Greytown District Trust Lands Amendment
Seeks to reorganise the district of the trust to fit into the new boundaries resulting from the local government electoral boundary and ward changes. To this end, the bill provides for:
—a transitional membership of the trust to be set up;
—land to be held in trust for the purposes of physical and social welfare;
