Summary of Bills Introduced

Veterinarians

Replaces the Veterinary Surgeons Act 1956 and repeals the Veterinary Services Act 1946. It includes provision for:

  • Restrictions on who may be called a veterinarian;
  • Annual retention certificates for registered veterinarians and minimum standards for continued registration;
  • Qualifications required for registration as a veterinarian and the procedure for registration;
  • Procedures for making complaints against veterinarians, for initial investigation of complaints and for disciplinary proceedings against veterinarians;
  • Suspension for disability;
  • Establishment of a Veterinary Council of New Zealand, a Complaints Assessment Committee and the establishment of a judicial committee;
  • Appeals against decisions of the Council; and
  • Various repeals and dissolutions, and transitional provisions.

This bill is to come into force on 1 August 1994.

Children, Young Persons, and Their Families Amendment

Amends the Children, Young Persons, and Their Families Act 1989. The amendments implement, in part, the recommendations of the ministerial review team on the principal Act (the โ€œMason Reportโ€) presented to the Government in February 1992, and makes various other amendments to the principal Act.

The bill includes provisions relating to:

  • Paramountcy of the welfare and interests of the child or young person;
  • Reporting of child abuse, including mandatory reporting for certain groups of persons;
  • Unaccompanied children and young persons;
  • Services orders and support orders;
  • Psychological examinations;
  • Reports by social workers;
  • Informing of rights before questioning by an enforcement officer;
  • Role of the nominated adult when a statement is being taken or a child or young person is being questioned;
  • Waiving of youth justice family group conferences in certain cases;
  • Consultation with victims in relation to the holding of family group conferences, and support for victims at the conferences; and
  • Iwi Social Services and Cultural Social Services.

Countrywide Banking Corporation Limited

Transfers to Countrywide Banking Corporation Limited the undertaking of United Bank Limited and provides for the dissolution of United Bank Limited.
