Export Certification

Preamble

This direction on “Export Certification” is made by the New Zealand Wool Board (the “Board”) pursuant to its authority contained in section 21 (1) of the Wool Industry Act 1977 (the “Act”).

Notice of this direction is being given as required by section 21 (5) of the Act. The direction may be amended from time to time and any such amendments will be published in the New Zealand Gazette or as otherwise provided for by section 21 of the Act.

Objective

The objective of this direction is to ensure that all wool exported from New Zealand has available certified or certifiable test results (as specified below) covering the tests herein detailed.

Scope

The Board hereby directs that from 1 September 1993, all export wool consignments must have available certified or certifiable results covering the following tests.

  • Scoured Wool. Scoured wool must have available certified results covering International Wool Textile Organisation (IWTO) 19, 28 and 33. This is the standard scoured wool package covering wool base, yield, vegetable matter, fibre diameter and condition, and also includes an additional information colour (IWTO (E)-14) and residual grease.

  • Greasy Wool. Greasy wool must have available certified or certifiable test results covering IWTO 19 and 28 covering wool base, yield, vegetable matter, fibre diameter and as additional information colour (IWTO (E)-14).

  • Slipe Wool. Slipe wool must have available certified results covering IWTO 19 and 28 covering wool base, yield, vegetable matter, fibre diameter and as additional information colour (IWTO (E)-14).

Compliance Option

  • The measurement of fibre diameter by projection microscope (IWTO-8) will be acceptable as an alternative to mean fibre diameter by airflow (IWTO-28) for scoured, greasy and slipe wool.

  • The measurement of colour to NZS 8707 will be acceptable as an alternative to IWTO (E)-14.

Exemptions

The following will be exempt from this direction.

  • Individual Bill of Lading consignments less than 1,000 kg actual.

  • Wool that is black or predominantly black or coloured due to natural melanin pigmentation.

Enforcement

  • From 1 September 1993, and pursuant to section 23 (2) of the Act, it will be a condition of every export licence already granted by the Board that all wool consignments exported from New Zealand must have been tested and have available certified or certifiable results in accordance with this direction. It will also be a condition of export licences granted by the Board in the future, pursuant to section 22 (2) (b) of the Act. In addition, the Board will require each licensed wool exporter to sign a declaration along the following lines which will be incorporated into the document entitled “Declaration by Licensed Wool Exporter”,

    “All wool covered by this entry has available a test certificate(s) and/or certifiable results for the tests specified by the New Zealand Wool Board pursuant to section 21 of the Wool Industry Act 1977 and published by notice in the Gazette from time to time”.

Audit Option

Either

A. The “Declaration by Licensed Wool Exporter” document will also require the relevant test certificate numbers to be provided on the document or on an accompanying page. If the test certificate numbers are not available at the time the Export Entry and Export Declaration is submitted to the Customs Department, the licensed wool exporter will forward the Test Certificate Number, referencing the Export Entry Number and date, direct to the Distribution and Transport Section of the New Zealand Wool Board, within 14 days of the lodgement of the Customs Entry;

or

B. The Board requires each licensed wool exporter to complete an annual “Statutory Declaration”, in a form prescribed by the Board, confirming that the test certificates or certifiable results relating to all wool covered by export entries for the next 12 months will be made available to the Board or the Board’s nominated representative when required for compliance audit purposes. The original “Statutory Declaration” shall be forwarded to the Board within 7 days of signing and no later than 30 September 1993 and thereafter no later than 1 August each year.
