Employment Contracts Act 1991
Notice of Employment Guidelines for the Baptist Union
The Baptist Union of New Zealand gives notice of the following resolutions passed at its annual assembly in Dunedin in November 1991, with respect to the Employment Contracts Act 1991:
“That Assembly formally advises member churches of the Baptist Union of New Zealand and their community trust boards that they each and singly take full and sole responsibility for the employment of all staff persons, their terms and conditions, engaged for the purposes of local church ministries and community service, or such other business and services as they may provide, in accordance with obligations and responsibilities laid down by the Employment Contracts Act 1991; further that the Baptist Union explicitly disassociates itself from all actions and activities of its member churches in their role and responsibilities as employers, including recognised Baptist Community Trust Boards, other than the offering of advice by the Baptist Union which enables churches to act as good employers.”
“That Assembly requests the Baptist Union Executive Council to continue issuing guidelines for basic pastoral stipend, recommended Social Services salary scales, together with terms and conditions of employment for all persons engaged in Baptist church and community ministries, without acceptance of any implicit liability in their application to or acceptance by employees in a contract of employment.”
“That Assembly recommends to its member churches and their Community Trust Boards that they follow guidelines which provide minimum standards for completion of contracts of employment as disseminated by the Baptist Union of New Zealand from time to time and acknowledges that the Baptist Union of New Zealand has no power to require that the member churches follow such guidelines.”
“That Assembly instructs and authorises the Baptist Union Executive Council to implement an employment policy for all ministry, administration, and social service employees of the Baptist Union, including those employed by the auxiliaries (commonly known as associations) which is consistent with the agreed Baptist Union guidelines and minimum standards set down for the union’s constituent churches and auxiliaries.”
“That Assembly instructs that all boards nationally and regionally be required to have the explicit authority of the Baptist Union Executive Council for all contracts of employment.”
