International Air Services Licensing Act 1947
Notice of Application for an International Air Service Licence
Pursuant to section 7 of the International Air Services Licensing Act 1947, notice is hereby given that Mandarin Airlines has applied for an International Air Service Licence to permit the company to operate scheduled air services for the carriage of passengers between Taiwan and New Zealand. Further details of this application may be obtained from the Secretary for Transport, Ministry of Transport, P.O. Box 3175, Wellington.
Any person or organisation wishing to make representations relating to this application must forward those representations in writing to reach me on or before 29 October 1992.

Transport (Vehicle Standards) Regulations 1990
Exemption from Braking Equipment Requirements
Pursuant to regulation 36 of the Transport (Vehicle Standards) Regulations 1990 and pursuant to the powers delegated to me by the Secretary for Transport by an instrument of delegation dated 1 October 1991, I, Peter William Bowen, Senior Automotive Engineer, hereby exempt the class of vehicle described in the Schedule from the provisions of subclause 1, paragraph (b) and subclause 3 of regulation 13 of these same regulations, subject to the conditions in the Schedule.
This exemption is to take effect immediately.
Schedule
All vehicles of Class NB as defined in the First Schedule of the Transport (Vehicle Standards) Regulations 1990.
Conditions
(1) First registered in this country on or after 1 November 1990, and on or before 31 December 1994; and
(2) Fitted with the unmodified, original manufacturerโs braking system, comprising the following features:
A mechanically operated transmission parking brake; and
A low level driver warning device fitted to the brake system fluid reservoir; and either
A single line service brake in which the output of the master cylinder/booster is divided into two independent braking circuits. Each circuit to pass through an excess flow prevention valve, (otherwise known as a safety cylinder); or
A dual line service brake which contains a tandem/dual master cylinder and or booster.

Explanatory Note
Not to form part of the Gazette notice.
A service brake system as fitted to a vehicle defined in the above Schedule and being equipped with an emergency braking capability designed to isolate one of the brake circuits in the event of that circuit sustaining damage, shall be deemed to meet the intent of regulation 13, subclause 1 (b) and subclause 3.

Pursuant to section 34 of the Civil Aviation Act 1990, notification is hereby given of the ordinary rules set out in the Schedule hereto which rules shall come into force as stated in the Schedule.
Schedule
Civil Aviation Rules Part 61: Pilot Licences and Ratings; which shall come into force on 5 November 1992.
Civil Aviation Rules Part 67: Medical Standards and Certification; which shall come into force on 5 November 1992.
Civil Aviation Rules Part 139: AerodromesโCertification, Operation and Use; which shall come into force on 6 January 1993.
These ordinary rules are available for inspection and purchase at the Civil Aviation Authority of New Zealand, 1 Market Grove (P.O. Box 31-441), Lower Hutt 6315.
