The following rates for the insertion of material in the Principal Edition of the New Zealand Gazette apply as from 1 July 1991:
Category 1
Single column notices, e.g.: Notices under the Transport Act, Public Works Act — 55c per word.
Category 2
Notices in table form or taking up two columns across the page, e.g.: Regulation Summaries, notices under the Medicines Act — 60c per word.
The appropriate rate to be applied to an advertisement will be determined at the time of setting up the notice for publication. Customers will be invoiced in accordance with standard commercial practices. Advertising rates are not negotiable.
All rates shown are inclusive of G.S.T.

Dumping and Countervailing Duties Act 1988
Final Determination and Imposition of Anti-Dumping Duty: Certain Non-Leather Women’s Footwear From China
Pursuant to section 13 (1) of the Dumping and Countervailing Duties Act 1988 (hereinafter referred to as “the Act”), I, Philip Burdon, Minister of Commerce, hereby give notice that I have made a final determination that the goods specified in the First Schedule to this notice (hereinafter referred to as “the subject goods”) imported or intended to be imported into New Zealand, are goods in respect of which I may direct the imposition of anti-dumping duty in accordance with section 14 of the Act.
I hereby give notice that I am satisfied in relation to the importation into New Zealand of the subject goods that:
(a) The subject goods are being dumped; and
(b) By reason thereof a final material injury to the New Zealand women’s footwear industry has been caused and state that section 14 of the Act applies to the subject goods, and that there shall be charged, collected and paid on demand of the collector anti-dumping duty on the subject goods. The anti-dumping duty shall be the appropriate amount specified in the Second Schedule to this notice in relation to the type, source and supplier of the shoe.
First Schedule
Country of Origin: People’s Republic of China.
Description of Goods Subject to Final Measures:
Women’s footwear with outer soles and uppers of rubber or plastic* but EXCLUDING:
- Women’s and girls’ shoes size 4 and below;
- Waterproof footwear;
- Sports footwear including footwear which has the appearance of footwear designed for sports use;
- Footwear with upper straps or thongs assembled to the sole by means of plugs;
- Footwear covering the ankle;
- Footwear incorporating a protective metal toe cap;
- Footwear with outer soles and uppers moulded in one piece from PVC or another plastic material or from rubber;
- Slippers.
*The expression “rubber or plastic” includes any textile material visibly coated or covered externally with one or both of those materials.
The goods are currently classified under Tariff Item and Statistical Key 6402.99.19.09F of the Tariff of New Zealand, which classification is provided for convenience and Customs purposes only, the written description being dispositive.
