Summary of Bills Introduced
Summary Proceedings Amendment Bill (No. 3)
Amends Part I of the First Schedule to the Summary Proceedings Act 1957 by inserting in that Part of that Schedule, as from the commencement of 11 July 1986, a reference to section 140A of the Crimes Act 1961. That Part of that Schedule lists the indictable offences under the Crimes Act 1961 that are triable summarily.
Health and Disability Services Bill
Gives effect to a number of major changes in the funding and delivery of health and disability services.
The Bill provides for the establishment of new agencies of the Crown that will enable:
(a) The separation of responsibility for providing secondary health services from responsibility for allocating funding for such services;
(b) The separation of the purchase of public health services from the purchase of personal health and disability services; and
(c) The integration of funding for primary and secondary health services.
The new purchase agencies are regional health authorities and the Public Health Commission. The new provider organisations are Crown health enterprises.
Parts I to III establish the new agencies and provide for their objectives, powers, functions, funding, and accountability mechanisms.
Parts IV to VII are concerned with transitional provisions, consequential repeals and consequential amendments, Part V amends the Health Act 1956, including the insertion into that Act of new provisions relating to information. Part VI amends the Hospitals Act 1957. The amendments are largely consequential upon the dissolution of area health boards. Part VII amends the Accident Rehabilitation and Compensation Insurance Act 1992.
Fisheries Amendment Bill (No. 3)
Establishes a quota management system for the Southern Scallop Fishery and amends the Fisheries Act 1983 and the Maori Fisheries Act 1989 for this purpose.
The Bill provides for the allocation of quota to the Maori Fisheries Commission and to existing quota holders.
The Bill also amends provisions of the Fisheries Act 1983 relating to the obligation to pay to the Crown the deemed value of fish taken without the authority of or in excess of quota.
Broadcasting (Liquor Advertising) Bill
Amends the Broadcasting Act 1989 by inserting new sections requiring health messages to accompany liquor advertisements broadcast on radio and television.

Dumping and Countervailing Duties Act 1988
Preliminary Determination: Automotive Oil Filters from the United States of America
Pursuant to section 12 (1) of the Dumping and Countervailing Duties Act 1988, I, Philip Burdon, Minister of Commerce, hereby give notice that I have made a preliminary determination on the basis of the information made available during the investigation, that there is reasonable cause to believe that the goods subject to the investigation described in the Schedule to this notice, and imported or intended to be imported into New Zealand, are goods in respect of which I may direct the imposition of an anti-dumping duty in accordance with section 14 of the Dumping and Countervailing Duties Act 1988.
