1990), the Central South Island Fish and Game Council hereby gives the following District Anglers Notice.

Notice

  1. Title and commencement—This notice may be cited as the District Anglers (Central South Island Fish and Game Region) Notice 1992 and shall come into force on the 1st day of October, 1992.

  2. Interpretation—Words and expressions in this notice which are defined in the Conservation Act 1987 or the Freshwater Fisheries Regulations 1983 shall have the meaning so defined.

Particular note should be taken of the following definitions which are substantially extracted from the Act:

“Fishing” means the catching, taking, or harvesting of fish; and includes any other activity which may reasonably be expected to result in the catching, taking or harvesting of fish; and also includes any operation in support of or in preparation for any activities described in this definition.

“Taking” means fishing: and “to take” has a corresponding meaning.

(2) In this notice—

(a) “Foulhook” in relation to sports fish means to take the sports fish with a hook otherwise than from within the mouth.

(b) “Total weight” in relation to any rod fishing shall include the weight of anything attached to the line.

(3) In this notice all dates specified are included in the period quoted.

  1. Open Season—(1) No licence holder shall fish for or take any sports fish except during an open season.

(2) Subject to subclause (3) of this clause and to clause 4 of this Notice, there shall be an open season for fishing for sports fish from the 1st day of October in any one year to the 30th day of April in the following year.

(3) There shall be an open season for fishing for sports fish:

(a) From the first day of October in any year to the 30th day of September in the year following in the Pukaki-Ohau, Tekapo-Pukaki, Ruataniwha-Ohau “B” and Ohau “B”. Ohau “C” hydro canals, in Lakes Aviemore, Benmore, Tekapo and Ruataniwha including Wairepo Arm and Kellands Pond, and in the Rangitata Diversion Race from the intake downstream to Rakaia River Road.

(b) From the 1st day of May to the 31st day of May in the same year in Lake Camp.

  1. Closed Season—(1) There shall be a closed season for fishing for sports fish:

(a) From the 1st day of October to the 30th day of November in the same year in all the waters of the Ahuriri River upstream of and including Ben Avon Stream;

(b) From the 1st day of October to the Friday preceding the first Saturday in November in the same year in Lakes Clearwater, Emma, Maori Lakes, Denny, Roundabout, Emily, Camp, Spider, Donn, Alexandra, McGregor, Ohau and Middleton, or any high-country tarn, or in Deep Stream east of the bridge where it enters Lake Aviemore, or in the Ahuriri River below Ben Avon Stream, or in the Otematata and Ohau Rivers, or in the Tekapo River upstream of a line running beneath the lower powerlines across the river, or in tributaries of the said lakes, tarns and rivers.

(c) From the 1st day of March to the 30th day of April in the same year in the Rangitata River and its tributaries above the point known as Red Rocks Bluff, that point being more particularly shown by white posts on the river banks; and in Lake Stream, a tributary of the Rakaia River.

(d) From the 1st day of February to the 30th day of April in the same year in the Larch Stream.

(e) From the 1st day of October in any year to the 30th day of September in the following year—

(i) In the Outlet Creek between Lake Alexandrina and Lake McGregor.

(ii) In any boat harbour or from either side of any mole at any boat harbour in Lake Aviemore or Lake Benmore.

(iii) In McKinnons Stream, a tributary to the south side of the lower Rangitata River.

(iv) In the area known as Troutlands Holiday Park Sanctuary at Kurow, more particularly marked by notices at the upstream and downstream boundaries.

(f) From the 1st day of April to the 30th day of April in the same year in Bowyers Stream, Taylors Stream, or in the South Branch of the Ashburton River and its tributaries from its source downstream to its confluence with Taylors Stream.

(2) There shall be a closed season for fishing for salmon—

(a) From the 1st day of March to the 30th day of April in the same year in Lake Heron.

(b) From the 1st day of April to the 30th day of April in the same year in the Waitaki River between the Waitaki Dam and a line running beneath the power lines across the river at the Stonewall, or in any tributary of that part of the river.

  1. Authorised Tackle—(1) No licence holder shall fish for or take any sports fish except by using a rod and running line.

(2) Notwithstanding subclause (1) of this clause, when playing a sports fish, a landing net or gaff may be used to secure or land any such fish.

(3) No licence holder shall in fishing for, or taking sports fish, use or have under their control more than one assembled rod and running line.

(4) No licence holder shall fish for sports fish unless within 15 metres of the rod being used and has the rod under visual observation.

(5) No licence holder when fishing for sports fish shall use:

(a) Subject to subclauses (6) (d) and (6) (e) of this clause, more than 2 lures or baits.

(b) Any lead or weight attached below or so as to hang below any lure or bait.

(c) In any water in which only artificial fly is permitted, any lead or weight other than the necessary weight of line, cast and fly.

(d) Any artificial fly having more than one hook or having a multiple hook.

(e) Any bait or lure treated with any medicinal or chemical preparation other than:

(i) In the case of artificial fly, oil used solely to give buoyancy to such flies, and

(ii) In the case of natural baits, a formalin or other preservative preparation.

(f) Any wire, either plain or twisted, except when trolling in lakes Waitaki, Aviemore, Benmore, Ohau, Pukaki, or Tekapo.

(g) On or in conjunction with any fly, spoonbait, minnow, or other lure any single or fixed multiple assembly of hooks any one hook of which has a greater distance than 13mm between the point and the nearest part of the shank of the hook.

(h) In conjunction with any spoonbait or artificial minnow, any lead or weight affixed to the trace or line at a distance of less than 38cm above the lure.

(i) Any unsportsmanlike device or method.
