Summary of Bills Introduced
Union Representatives Education Leave Act Repeal Bill
This bill repeals the Union Representatives Education Leave Act 1986 and dissolves the Trade Union Education Authority. All real and personal property of the Trade Union Education Authority, and all rights and liabilities of that Authority, become vested in the Crown.
Forests Amendment Bill
This bill implements new policies relating to indigenous forests. The new provisions are inserted into the Forests Act 1949 as a new Part IIIA. Some areas of indigenous forest land have been excluded from the principal Act.
New Part IIIA deals with matters such as export and sawmill controls, sustainable management plans, and miscellaneous provisions concerned with: rights of appeal to the Planning Tribunal; powers of entry and seizure of Forestry Officers; offences; forfeiture and release of seized indigenous timber; and the requirement to obtain necessary resource consents under the Resource Management Act 1991 before cutting and felling.
Clause 6 outlines transitional provisions for the commencement of the prohibition on milling contained in section 67D. Clause 7 relates to compensation for persons affected by export bans.
Taxation Reform Bill (No. 5)
This bill amends the Income Tax Act 1976, the Goods and Services Tax Act 1985, the Estate and Gift Duties Act 1968, the Stamp and Cheque Duties Act 1971, the Gaming Duties Act 1971, and the Gaming and Lotteries Act 1977.
While many of the proposed amendments are of a miscellaneous nature, a large proportion of them relate to—
(a) The introduction of a new depreciation regime;
(b) The introduction of a new regime whereby wholly-owned companies that elect to form a consolidated group will generally be subject to tax as if they were a single company;
(c) A rewrite of the provisions relating to the taxation of petroleum mining that incorporates new treatments of exploration and development expenditure and of farm-out arrangements; and
