Heavy Motor Vehicle Regulations 1974

Approval of the Heavy Vehicle Brake Code

Pursuant to regulation 16A (2) of the Heavy Motor Vehicle Regulations 1974 and in exercise of powers delegated to me, pursuant to section 41 (1) of the State Sector Act 1988, I, Peter William Bowen, Senior Automotive Engineer, approve the use of the Ministry of Transport’s “Heavy Vehicle Brake Code” as an alternative standard to the Interim Performance specification for Heavy Vehicle Braking referred to in regulation 16A (1) (b) of the Heavy Motor Vehicle Regulations 1974, for vehicle combinations operating at more than 39 000 kg. This approval to take effect immediately.

Road User Charges Act 1977

Persons to Act as Issuing Officers Under the Road User Charges Act 1977 (as Amended by the Road User Charges Amendment Act 1988)

Pursuant to the Road User Charges Act 1977 (as amended by the Road User Charges Amendment Act 1988), the chief executive of the Ministry of Transport has authorised each employee of New Zealand Post Limited (a company established, pursuant to the State Owned Enterprises Act 1986 and incorporated under the Companies Act 1955) to be an “issuing officer” for the purposes of the Road User Charges Act 1977.

The prior authorisation issued under the Road User Charges Act 1977 by the Commissioner of Works dated the 8th day of April 1987 is hereby revoked.

State Sector Act 1988

The Water Recreation (West Coast Rivers) Notice No. 2, 1991

I, Thomas Edwin Law, Senior Administration Officer (Harbours Management), pursuant to the Water Recreation Regulations 1979* and in exercise of powers delegated to me pursuant to section 28 of the State Sector Act 1988, hereby give the following notice:

Notice

  1. (a) This notice may be cited as the Water Recreation (West Coast Rivers) Notice No. 2, 1991.

(b) This notice shall come into force 14 days after publication in the New Zealand Gazette and shall remain in force until revoked by further notice in the Gazette.

  1. So much of the Water Recreation (West Coast Rivers) Notice 1991 as applies to Oparara River, Little Wanganui River and Totara River is hereby deleted and substituted by the description specified in the First Schedule hereto. Further the condition specified in the Second Schedule hereto is hereby inserted in the Second Schedule to the Water Recreation (West Coast Rivers) Notice 1991.

First Schedule

  1. Oparara River—All the waters of the Oparara River from source to Splinter Creek Lime Quarry.

  2. Little Wanganui River—All the waters of the Little Wanganui River from source to Blue Duck Creek confluence.

  3. Big Totara River—All the waters of Big Totara River from source to State Highway 6 Bridge.

Second Schedule

“4. Unless the phrase ‘and tributaries’ is specifically included in the description, the lifting of the speed limit applies to the main portion of the river only.”

The Water Recreation (Kawarau River) Notice 1991

I, Thomas Edwin Law, Senior Administration Officer (Harbours Management), pursuant to the Water Recreation Regulations 1979* and in exercise of powers delegated to me pursuant to section 28 of the State Sector Act 1988, hereby give the following notice:

Notice

  1. (a) This notice may be cited as the Water Recreation (Kawarau River) Notice 1991.

(b) This notice shall come into force 14 days after publication in the New Zealand Gazette and shall remain in force until revoked by further notice in the Gazette.

  1. Subject to the conditions set forth in the Second Schedule hereto, the area specified in the First Schedule shall be reserved for the use of non-powered craft.

First Schedule

All the waters of the Kawarau River commencing at the confluence of the Roaring Meg and continuing downstream some 2900 metres to a point at grid reference NZMS1 S133 925727 and marked by a notice board on the right hand river bank.

Second Schedule

A suitable notice as may be approved by the Section Officer (Harbours Management), Christchurch, shall be erected at the sites deemed necessary by the Section Officer (Harbours Management).

Traffic Regulations 1976

Exemption from Seatbelt Marking Requirements for Specified Class of Motor Vehicle

Pursuant to regulation 90, subclause (1) of the Traffic Regulations 1976, the Secretary for Transport hereby exempts a specified class of motor vehicle from the marking requirements of approved standards, as required by regulation 78 and 78A of the Traffic Regulations 1976, provided those vehicles comply with the conditions below.

Definition

The specified class of motor vehicle is any vehicle first registered in New Zealand on or after 1 January 1955 to on or before 31 December 1985.
