Pursuant to section 7 of the Shipping and Seamen Act 1952 (as substituted by section 5 of the Shipping and Seamen Amendment Act 1987) I, William Robson Storey, Minister of Transport, hereby:

1. Cancel the appointment of William Benjamin and John F. Lysaght as deputy members of the Marine Council.

2. Appoint Timothy David Mackay a deputy member of the Marine Council, to represent the owners of New Zealand ships.

3. Appoint Richard Dariow a deputy member of the Marine Council, to represent the N.Z. Association of Marine, Aviation and Power Engineers.

Transit New Zealand Act 1989

Ministerial Directive to Transit New Zealand

1. Recent research undertaken in New Zealand to ascertain an up to date value of statistical life provides a mean value of $2 million and a median value of $1.5 million, at December 1989 prices. The Government has decided that the value of statistical life should be $2 million at 1 April 1991 prices. This should be indexed to the average ordinary wage rate.

2. This value of statistical life will be used by the Ministry of Transport in preparation of the 1992/93 Safety (Administration) Programme and in other evaluations across all three transport modes.

3. Transit New Zealand is directed in terms of section 7 of the Transit New Zealand Act 1989 to use this valuation to evaluate projects for the 1992/93 financial year. This valuation is to be included in the statement of intent issued with the approved 1991/92 National Land Transport Programme.

Notice of Guarantee Given Pursuant to Section 59 (1) of the Public Finance Act 1989 Drought Rehabilitation Loan Scheme

Pursuant to section 59 (2) of the Public Finance Act 1989, the Minister of Finance makes the following statement:

On the 6th day of March 1991, the Minister of Finance, gave a guarantee pursuant to section 59 (1) of the Public Finance Act 1989, to the Bank of New Zealand in respect of the borrowings of certain South Island farmers who have suffered the effects of drought. The guarantee is given up to a maximum sum in respect of each loan of up to $60,000 or 80%, whichever is the lesser, of the borrowings of each eligible farmer for a period of 4 years from the date upon which the loan was made where an application for a loan has been made on or before 31 October 1990, and where notification has been received by the Crown not later than 31 December 1990.

Notice

1. This notice may be cited as the Waiapu Rural Fire District Notice 1991.

2. This notice shall come into force on the 28th day after its notification in the New Zealand Gazette.

3. In this notice, unless the context otherwise requires, the “Act” means the Forest and Rural Fires Act 1977.
