The last day for entry to that general scheme was to have been 30 June 1991. That last day will now be 30 June 1992.
In addition the Bill repeals the provisions which would have come into force on 1 July 1991 and which would have required the Government to fund, as they accrue, the future liabilities of all superannuation schemes provided for in the Government Superannuation Fund Act 1956.

Local Government Law Reform

This Bill seeks to amend legislation regarding local government in New Zealand, including:

Local Government Act 1974

Major changes relate to: wards and constituencies of territorial authorities and regional councils; territorial authority and regional council elections and membership; ratepayer electors; local authority annual plans and annual reports; community board elections and membership; application of the Ombudsman Act 1975 to community boards; conduct of the 1992 triennial general elections; and instalment rating by territorial authorities.

Local Elections and Polls Act 1976

The amendments provide for the preparation of a separate ratepayer electoral roll and a residential electoral roll when every local authority electoral roll is compiled.

Local Authorities Loans Act 1956

The Bill provides for voting in loan polls by ratepayers rather than electors.

Local Government Official Information and Meetings Act 1987

The amendments provide for a change to the public notification of local authority meetings, public inspection of agendas and associated reports before meetings, and the power of local authorities to resolve that certain persons may remain in meetings after the public has been excluded.

Rating Powers Act 1988

The amendments include the provision that no local authority may make any rate unless notice of the intention to make the rate has been included in its annual report or the authority has given no less than 14 days public notice. Provisions relating to rates relief for development and the imposition of additional charges on unpaid rates are also included.

Valuation of Land Act 1951

The amendment seeks to enable a reasonable charge to be payable not only where a valuation roll is supplied by the Valuer-General to a local authority, but also where a local authority uses the information on the roll to raise revenue.

New Zealand Tourism Board

The New Zealand Tourism Board Bill establishes the New Zealand Tourism Board and defines its object, functions and powers. The Bill abolishes the New Zealand Tourism Department. The Bill is to come into force on 2 July 1991.

Transport (Local Authority Works and Services)

The Bill amends the Transit New Zealand Act 1989 and the Local Government Act 1974 to facilitate the provision of minor transport related works and passenger transport services by local authorities. Under the Bill local authorities can receive Transit New Zealand subsidies to carry out minor and ancillary roading works and in-house professional services without the restrictions currently imposed. The Bill further provides for the establishment of local authority trading enterprises for the purpose of providing passenger transport services, but requires the regional council to divest itself of its equity securities and debt securities in the enterprise in accordance with an approved divestment plan.

Raspberry Marketing Regulations 1979

Otago Raspberry Marketing Committee Election—Northern Ward (Notice No. 5079)

Pursuant to regulation 15 (4) and the Second Schedule to the Raspberry Marketing Regulations 1979, notice is hereby given that the roll of those persons qualified to vote for the election of two producers’ representatives in the Northern Ward to the Otago Raspberry Marketing Committee will be open for inspection during ordinary office hours at the following places:
viz., Ministry of Agriculture and Fisheries, Head Office, Wellington, also at the offices of the Ministry of Agriculture and Fisheries at Invermay, Dunedin, Timaru and Waimate, the Post Office Temuka and at the residence of Mrs R. Patterson (Secretary), Maytown Road, Waimate.

The roll will be available for public inspection for a period of 7 days from Thursday, 23 May 1991 during which period any person may lodge with the Returning Officer an objection in writing under his hand to any entry on the roll.

Nomination forms may be obtained on application to any of the above offices or from the Returning Officer, MAF Quality Management, Ministry of Agriculture and Fisheries, Private Bag, Mosgiel.

Nominations must be in the hands of the Returning Officer no later than noon on the 10th day of July 1991.
