Broadcasting Act 1989

Broadcasting Standards Authority—Decisions No. 14/91, 15/91, 16/91, 17/91 and 18/91

Pursuant to section 15 of the Broadcasting Act 1989, notice is hereby given that the Broadcasting Standards Authority has made the following Decisions on complaints referred to it for investigation and review.

(i) In Decision 14/91, the Authority upheld a complaint by the Housing Corporation of New Zealand of an interview with the Minister of Housing on the Holmes programme on 19 February 1990 breached the responsibility placed on broadcasters to be truthful and accurate on points of fact. The Authority order Television New Zealand Limited to broadcast between 6 p.m. and 7 p.m. before 8 May 1991, a brief summary of the decision.

(ii) In Decision 15/91, the Authority decided that it did not have the jurisdiction to accept the complaint from Mrs E. Dunckley of Dunedin that the broadcast by Television New Zealand Limited of programmes which might have been reduced in length by editing breached the responsibilities placed on broadcasters by section 4 (1) of the Act as the complaint did not relate to a specific programme.

(iii) In Decision 16/91, the Authority, first, declined to uphold a complaint by Hon. Sir Roger Douglas that the broadcast by Television New Zealand Limited of the Frontline programme “For the Public Good” on 29 April 1990 breached the responsibility placed on broadcasters to show balance, impartiality and fairness in not acknowledging the political affiliations of Mr David Steele, an economist interviewed on the programme, and secondly, pursuant to section 13 (1) (c) of the Act, ordered that part of the complaint be referred back to the broadcaster for proper consideration and determination.

(iv) In Decision 17/91, the Authority, first, upheld the complaint by Hon. Richard Prebble that the broadcast by Television New Zealand Limited of the Frontline programme “For the Public Good” on 29 April 1990 breached the responsibility placed on broadcasters by section 4 (1) (c) of the Act to maintain standards consistent with the privacy of the individual by the broadcast of the film of guests arriving at, and inside, Vogel House, and secondly, deferred the consideration of several of his complaints.

(v) In Decision 18/91, the Authority, first, declined to uphold a complaint by Rt. Hon. David Lange that the broadcast by Television New Zealand Limited of the Frontline programme “For the Public Good” on 29 April 1990 breached the responsibility placed on broadcasters by section 4 (1) (c) of the Act to maintain standards consistent with the privacy of the individual by the broadcast of the film of guests arriving at, and inside, Vogel House, and secondly, deferred the consideration of many of his complaints.

Declaring Land to be Held for Conservation Purposes

Pursuant to section 7 (1) of the Conservation Act 1987, the Minister of Conservation and the Minister of Lands, being the Minister responsible for the Department of State that has control of the land described in the Schedule hereto, jointly declare that the land is held for conservation purposes.
