Traffic Regulations 1976

LPG Fuel System Approval

Pursuant to regulation 90B of the Traffic Regulations 1976* (as inserted by the Traffic Regulations 1976, Amendment No. 7), and pursuant to the powers delegated to me by the Secretary for Transport, I, Hugh Cameron Matheson, Senior Automotive Engineer, hereby approve the components listed in the Schedule hereto for inclusion in any LPG automotive fuel system installed and operated in accordance with the requirements of New Zealand Standard NZS 5422, Part 1, 1987 subject to the conditions of approval set out in this notice.

This approval only covers containers manufactured in accordance with Pressure Container Industry Corporation’s drawing No. X2D-527 dated 22 January 1991.

Conditions of Approval

These LPG fuel containers are approved subject to the following conditions—

  1. That they be permanently and clearly marked, on a suitably attached metal plate, with characters not less than 6 mm high if space permits, but in any case not less than 3 mm high, displaying the following information:
    (a) The specification to which the container was manufactured.
    (b) The manufacturer’s name or mark and the serial number of the container.
    (c) The date of the original container inspection and the identification mark of the inspection authority which carried out the inspection.
    (d) The date of any periodic container test and the identification mark of the cylinder testing station which carried out the test.
    (e) The container test pressure.
    (f) The nominal water capacity of the container.
    (g) The tare weight of the container.

  2. That they be clearly marked or labelled to indicate that the container is suitable for use with LPG.

  3. That the container surface coating and colour be in accordance with the requirements of section 2.1.5 (container surface treatment) of the latest amendment to New Zealand Standard NZS 5422:1987 Part 1 LPG Fuel.

  4. That they be provided with valve threads and fittings which provide the following functions:
    (a) Filling connection incorporating a non return valve.
    (b) Service valve incorporating an excess flow valve.
    (c) Contents gauge.
    (d) Pressure relief valve.
    (e) Fixed liquid level indicator.
    (f) Automatic fill limiter which prevents the container being filled beyond 85 percent of the total container capacity.
    (g) Sub compartment (vapour box) meeting the requirements of section 2.4.1 of the latest amendment to New Zealand Standard NZS 5422: 1987 Part 1 LPG Fuel.\n
    Valves and fittings shall have a service pressure rating of at least that of the container to which they are fitted and shall be dimensioned, threaded and marked in accordance with the requirements of section 2.2 of New Zealand Standard NZS 5422: Part 1 LPG Fuel.

  5. That they be tested prior to installation, and at periods stipulated in the Traffic Regulations 1976, Amendment No. 15, in accordance with the requirements of Australian Standard AS 2337.1–1987.

Pursuant to the Transport Act 1962, a delegation from the Minister of Transport, and a subdelegation from the Secretary for Transport, I, Carne Maurcie Clissold, Controller, Road and Traffic Standards, give the following notice:

This notice may be cited as the Traffic (Queenstown Lakes District) Notice No. 1, 1991.

The roads specified in the Schedule are declared to be closely populated localities for the purposes of section 52 of the Transport Act 1962.
