Consent to Raising of Loans by Certain Local Authorities
Pursuant to the Local Authorities Loans Act 1956, the undersigned Deputy Secretary to the Treasury, acting under powers delegated to the Secretary to the Treasury by the Minister of Finance, hereby consents to the borrowing by the local authority, mentioned in the Schedule hereto, of the whole or any part of the respective amount specified in that Schedule.

Broadcasting Act 1989
Broadcasting Standards Authority—Decision No’s: 1/91, 2/91, 3/91 and 4/91
Pursuant to section 15 (1) of the Broadcasting Act 1989, notice is hereby given that the Broadcasting Standards Authority has made the following Decisions on complaints referred to it for investigation and review:
(i) In Decision No. 1/91, the Authority declined to uphold a complaint by Graeme Cook of Auckland that the broadcast by Television New Zealand Ltd of an item on Fair Go about the personal liability of company directors whose businesses have gone into liquidation breached the responsibility placed on broadcasters by section 4 (1) (c) of the Act to maintain standards consistent with the privacy of the individual.
(ii) In Decision No. 2/91, the Authority declined to uphold a complaint by Mr E. Linney of Wellington that the broadcast by Radio 99FM of an editorial comment about
Radio New Zealand’s purchase of radio frequencies breached the responsibility placed on broadcasters to show balance, impartiality and fairness in dealing with political matters, current affairs and questions of a controversial nature.
(iii) In Decision 3/91, the Authority declined to uphold a complaint by Mr G. B. King of Auckland that the action taken by Television New Zealand Ltd when upholding Mr King’s complaint about the language used in the film “Jagged Edge” was inappropriate and unsatisfactory.
(iv) In Decision 4/91, the Authority declined to uphold a complaint by Clifford Turner of Hamilton that the broadcast by Television New Zealand Ltd of a news item concerning a homicide breached the responsibility placed on broadcasters by section 4 (1) (a) of the Act to maintain standards consistent with good taste and decency.
