Determination as a Specified Importer

Notice is hereby given that I, Alexander Hugh McPhail, Manager, Trade Remedies Group, Ministry of Commerce, acting pursuant to section 3A (2) of the Dumping and Countervailing Duties Act 1988 and under delegated authority from the Secretary of Commerce, have determined that South Pacific Tyres N.Z. Limited, a New Zealand producer of new pneumatic radial ply tyres of a kind used on motor cars (including station wagons) for the replacement market, which is also an importer of like goods, is a ‘specified importer’.

The brief reasons for this determination being made are that having regard to the nature and extent of the importations of the allegedly dumped goods including the value, quantity, frequency and purpose of the importations, the Secretary is satisfied that South Pacific Tyres N.Z. Limited should not be excluded from being treated as a New Zealand producer for the purposes of the Dumping and Countervailing Duties Act 1988.

Notice of Extension of Time for Preliminary Determination

Background

By notice dated 28 November 1991, the Secretary of Commerce initiated an investigation to determine both the existence and effect of alleged dumping of the goods listed in the Schedule to this notice, and in terms of section 12 (1) of the Dumping and Countervailing Duties Act 1988, has 60 days in which to make a preliminary determination.

Declaration

Pursuant to section 12 (2) of the Dumping and Countervailing Duties Act 1988, I, Philip Burdon, Minister of Commerce, hereby declare that by reason of—

(a) The number of parties involved in the investigation; and

(b) The limitation on availability of parties to the investigation during the holiday period—

the preliminary determination may be made within 90 days from the date of the initiation of the investigation.

Te Kura Kaupapa Maori o Te Atihau-nui-a-Paparangi 1991

Pursuant to sections 146 and 155 of the Education Act 1989 (as amended by section 14 of the Education Amendment Act 1989), the Minister of Education hereby gives the following notice.

Notice

  1. This notice may be cited as the Te Kura Kaupapa Maori o Te Atihau-nui-a-Paparangi.
  2. This notice shall come into force on the day after the date of its publication in the Gazette.
  3. I hereby establish at Glasgow Street, Wanganui, a primary school called Te Kura Kaupapa Maori o Te Atihau-nui-a-Paparangi and I hereby designate the school as a Kura Kaupapa Maori.

Aims and objectives of Te Kura Kaupapa Maori o Te Atihau-nui-a-Paparangi:

Together with the use of Te Reo Maori as the principal language of instruction the following aims, purposes and objectives constitute the character of Te Kura Kaupapa Maori o Te Atihau-nui-a-Paparangi:

(i) To ensure the survival and revival of the Maori language.

(ii) To provide educational excellence and to prepare pupils to become active bilingual and bicultural citizens of Aotearoa.

(iii) To ensure that the philosophy and organisation of the kura is Maori based.

(iv) To enhance the “mana” and “matauranga” of Maori people by providing total immersion education in the Maori language.

  1. Constitution of the Board of Trustees. The Board of Trustees of Te Kura Kaupapa Maori o Te Atihau-nui-a-Paparangi shall comprise:

(a) 5 people appointed by the Minister; and

(b) The principal or principal designate; and

(c) Not more than 4 persons co-opted by the Board.
