Transport (Vehicle Standards) Regulations 1990

Approval of Alternative Vehicle Standards

Pursuant to regulation 6 of the Transport (Vehicle Standards) Regulations 1990, and in exercise of powers delegated to me pursuant to section 41 (1) of the State Sector Act 1988, I, Hugh Cameron Matheson, Senior Automotive Engineer, hereby prescribe those standards determined, approved, or prescribed pursuant to the Traffic Regulations 1976, as alternative standards for the purposes of the said Transport (Vehicle Standards) Regulations 1990, in respect of the items specified in the First Schedule hereto for vehicles of the classes thereby specified for the period 1 January 1992 to 31 December 1992 inclusive and I hereby revoke the Gazette notice referred to in the Second Schedule hereto.

Alternative Standards for Vehicles Imported but not Registered Before a Vehicle Standard Came into Effect

Pursuant to regulation 6 of the Transport (Vehicle Standards) Regulations 1990, and in exercise of powers delegated to me pursuant to section 41 (1) of the State Sector Act 1988, I, Richard Leslie Reynolds Controller Vehicle Standards, hereby prescribe those standards determined, approved, or prescribed pursuant to the Traffic Regulations 1976, as alternative standards for the purposes of the said Transport (Vehicle Standards) Regulations 1990, and further prescribe the conditions specified in the Schedule hereto as additional specifications to have effect in conjunction with the alternative standards, for vehicles of the type specified in the Schedule hereto:

Schedule

The type of vehicle is any vehicle:

(a) For which there is documented evidence, to the satisfaction of the Controller Vehicle Standards, of importation into New Zealand before an item commencement date for that class of vehicle, as specified in the Second Schedule to the Transport (Vehicle Standards) Regulations 1990; and

(b) Which was first registered (in New Zealand) after that date, but not later than 30 June 1992.

Conditions:

  1. The seatbelts, and high stop lamps comply with the Transport (Vehicle Standards) Regulations 1990; and

  2. Either (i) The seatbelt anchorages comply with the Transport (Vehicle Standards) Regulations 1990; or any approved alternative standard, or

(ii) If the vehicle needs locally installed seatbelt anchorages and reinforcement, but was imported before 1 January 1991, and is a model that has not been tested in a recognised New Zealand test programme, the anchorage reinforcement is not less than a steel plate of dimensions 50 mm x 40 mm x 2 mm.

  1. Either (i) The first Warrant of Fitness is issued by a Ministry of Transport Automotive Surveyor; or

(ii) In the case of a vehicle which already has a current Warrant of Fitness, or which has been modified or rebuilt, the Controller Vehicle Standards or his appointee is satisfied that the vehicle is in a sound structural condition.
