Approval of Traffic Improvement School
Pursuant to section 48 (2) (a) of the Transport (Vehicle and Driver Registration and Licensing) Act 1986; and pursuant to a delegation given by the Secretary for Transport in an instrument dated the 14th day of November 1989; I, Warren Richard Gillespie Simeon, Controller, Road User Standards, hereby approve:
As organisations or instructors for the purpose of conducting courses pursuant to regulations 11 (1) (b) (i) and 32 (2) of the Transport (Drivers Licensing) Regulations 1987.

Approval of Defensive Driving Courses
Pursuant to section 48 (2) (a) of the Transport (Vehicle and Driver Registration and Licensing) Act 1986, and under powers delegated to me by the Secretary for Transport in an instrument dated the 31st day of August 1990; I, Warren Richard Gillespie Simeon, Controller, Road User Standards, hereby approve the following organisations for the purposes of section 68 of the Transport Act 1962 and regulations 11 (1) (b) (i) and 32 (2) of the Transport (Drivers Licensing) Regulations 1987:

Broadcasting Standards Authority—Decision No. 38/91 and 39/91
Pursuant to section 15 of the Broadcasting Act 1989, notice is hereby given that the Broadcasting Standards Authority has made the following decisions on complaints referred to it for investigation and review.
In Decision 38/91, the Authority declined to uphold a complaint by Dr F. H. Sims of Auckland that the broadcast by Television New Zealand Limited of Frontline on 18 November 1990 breached the responsibilities placed on broadcasters that, when controversial issues of public importance are discussed, reasonable efforts are made or reasonable opportunities are given to present significant points of view, and to show balance, impartiality and fairness in dealing with political matters, current affairs and all questions of a controversial nature.
In Decision 39/91, the Authority declined to uphold a complaint by members of the Thai community of Auckland that the broadcast by Television New Zealand Limited of an item on the Holmes programme on 15 April 1991 breached the responsibilities placed on broadcasters to present news accurately, objectively and impartially, and not to encourage the portrayal of persons in a manner which encourages denigration of, or discrimination against, a section of the community on account of religion or race.

Marlborough North Rural Fire District Notice 1979, Amendment No. 3
Pursuant to the Forest and Rural Fires Act 1977, the National Rural Fire Authority hereby makes the following notice.
Notice
- (1) This notice may be cited as the Marlborough Rural Fire District Notice 1979, Amendment No. 3.
(2) This notice shall come into force on the 28th day after its notification in the New Zealand Gazette.
- (1) The notice constituting the Marlborough North Rural Fire District made on the 29th day of October 1979 (a) (hereinafter, in this clause together with all amendments thereto, referred to as the principal notice) is hereby amended by revoking clause 6 of the principal notice and substituting the following clause:
“6. The Marlborough North Rural Fire District shall be administered for the purpose of the said Act by a committee consisting of nine members as follows:
(a) Two persons appointed by the Director-General of the Department of Conservation; and
(b) One person appointed by Tasman Forestry Limited, in
