(vii) From the date of introduction and following the granting TELARC Registration certified results/test certificates can be issued by the authorised wool testing laboratory for the new authorised test method.

(viii) Publicity (Nationally and/or Internationally) for the new authorised test method is provided by the New Zealand Wool Board, National Council of New Zealand Wool Interests Incorporated and other appropriate wool industry sectors.

(f) The results of test methods not authorised by the New Zealand Wool Board can only be issued in the form of test reports.

(g) The issuing of any certified results/test certificates that are not in accordance with this Direction will constitute an offence against the Wool Industry Act 1977.

(h) An appeals procedure will be provided to consider points of concern or dispute that may arise between the parties concerned during the assessment, reassessment or registration process. Any such appeal will be presented to the Laboratory Registration Advisory Committee who will make a recommendation to the National Council of New Zealand Wool Interests Incorporated and Telarc, who in turn may make recommendations to the New Zealand Wool Board to authorise a change in registration requirements, covered in this Direction.

Addendum Number One to the Direction on Wool Test Certification Dated 29 March 1990

Where certificate results/test certificates are supplied or displayed in connection with the offering of wool for sale in New Zealand or for export overseas the Board authorises the following Tests and associated Sampling Procedures, Test Methods and Certificate Format: Recommendations.

Testing of Wool Relevant Standards and Specifications

  1. Sampling
    (a) Grab sampling. IWTO (E)-8.
    (b) Manual core sampling. IWTO Core Test Regulations; IWTO Condition Testing Regulations for Scoured and Carbonised Wool.
    (c) Machine core sampling. IWTO Core Test Regulations; IWTO Condition Testing Regulations for Scoured and Carbonised Wool.
    (d) Subsampling staples from grab samples. IWTO (E) 11.
    (e) Hand sampling scoured wool. IWTO Condition Testing Regulations for Scoured and Carbonised Wool (para. 3.4).

  2. Conditioning
    (a) Standard laboratory atmosphere. ISO 139.
    (b) Methods of Tests for Textiles-Conditioning Procedures Method A,B,C,D. AS 2001.1

  3. Fibre Diameter
    (a) Determination of wool fibre diameter by the projection microscope. IWTO-8.

  4. Wool Yield
    (a) Yield/wool base plus vegetable matter. IWTO-19; IWTO Core Test Regulations; ASTM D584; ASTM D1113.

  5. Colour

  7. Scoured Wool Tests

    (c) Vegetable matter and other alkali-insoluble impurities in scoured wool. IWTO-19; ASTM D1113.

  8. Additional Parameters
    (a) Determination of percentage of medullated fibres by projection microscope. IWTO-12.
    (b) pH of water extract. IWTO-2.

  9. Matching and Interlotting of Wool
    (a) Combined certificate for yield and fineness. IWTO-31.
    (b) Combined certificate for colour. NZS 8707:1984; IWTO (E)-14.
    (c) Objectively matched interlots. National Council of N.Z. Wool Interests Inc. Resolution 9-5-88 (endorsed by IWTO 7-6-88).

  10. Certificate
    (a) Format of IWTO certificate. Recommended Format for IWTO Test Certificates.
