(iv) Applications for broadcasting warrants that you consider, having regard to all the circumstances of the application, and having regard to paragraph (1) (b) of this notice, should be heard and determined,—

with a view to determining all such applications as soon as is practicable consistent with your statutory responsibilities; and

(c) Hear and determine applications for short-term broadcasting authorisations that do not involve the establishment of additional broadcasting services or the establishment of services that would more appropriately be considered as applications for broadcasting warrants or as applications to establish relay stations; and

(d) Defer hearing and determining applications for broadcasting warrants or amendments to warrants pursuant to applications that do not fall into the categories to which paragraphs (2) (a), (2) (b) or (2) (c) of this notice apply until 1 July 1989 or such later date as I may notify to you in a further direction.

Appointments, Promotions, Extensions, Transfers, Resignations, and Retirements of Officers of the New Zealand Army

Pursuant to sections 27 (2) and 35 of the Defence Act 1971, His Excellency the Governor-General has approved the following appointments, promotions, extensions, transfers, resignations, and retirements of officers of the New Zealand Army.

REGULAR FORCE

Chief of General Staff

Major General Donald Stuart McIver, O.B.E., to be acting Lieutenant General with effect from 28 February 1989, and is transferred to the Army Reserve, General List of Officers, in his present rank with effect from 1 March 1989.

Brigadier B. Meldrum, O.B.E., to be Major General with seniority and effect from 1 March 1989, is appointed Chief of General Staff for a period of 3 years, and transferred to the Generals’ List.


Colonels’ List

Colonel Ralph Kenneth Rutherford, B.E.(CIV), is posted to the Retired List with effect from 21 January 1989.

Royal Regiment of N.Z. Artillery

Colonel Commandant

Major General R. D. P. Hassett, C.B., C.B.E., Retired List, is appointed Colonel Commandant, RNZA, for a period of 4 years with effect from 1 April 1989, vice Colonel D. R. Kenning, M.B.E., Retired List.

Lieutenant Colonel Anthony Roscoe McLeod, B.A.(MIL), is transferred to the Army Reserve, General List of Officers, in his present rank with effect from 19 January 1989.

Major John Wasson is transferred to the Army Reserve, General List of Officers, in his present rank with effect from 18 January 1989.

Captain Nicholas Joseph Rea, B.A., is transferred to the Army Reserve, General List of Officers, in his present rank with effect from 28 October 1988.

Lieutenant M. J. Hickman, B.A.(HONS), to be temporary Captain with effect from 12 December 1988.

Temporary Major and Quartermaster Richard Henry Shepherd is posted to the Retired List in the rank of Major and Quartermaster, with effect from 2 December 1988.

Captain Andrew Francis Smith, Royal Marines, is appointed to the Regular Force on a fixed engagement of 5 years in the rank of Captain, with seniority and effect from 15 December 1988.

Temporary Captain and Quartermaster Neil Roy Henry is posted to the Retired List in the rank of Captain and Quartermaster, with effect from 19 December 1988.

Temporary Captain Joseph Paul Morrison is transferred to the Army Reserve, General List of Officers, in his present rank with effect from 28 January 1989.

Lieutenant A. Russell to be temporary Captain with effect from 14 December 1988.

Lieutenant D. T. Samuels to be temporary Captain with effect from 20 December 1988.
