Electrical Wiring Regulations 1976

Notice of Prohibition—Water Bed Heater

Pursuant to regulation 8 of the Electrical Wiring Regulations 1976, notice is hereby given that:

  1. The apparatus described below may, in my opinion constitute an electrical hazard.
    (i) “Float Easy” Water Bed Heater Approval No. N1699/MK5.

  2. This possible hazard has arisen as a result of examinations made by New South Wales authorities which revealed that the waterbed heater has inadequate clearance between start/finish wires and end loops of the element can result in overheating with consequent risk of fire.

  3. The Electrical Safety requirements for this type of apparatus are identical in New Zealand and Australia.

  4. Accordingly any person who manufactures or imports for sale, or sells or offers for sale, and every person who installs or causes or permits to be installed, or assists to install on any premises, any device or apparatus or materials which does not comply with the requirements of, or which is not of the character specified by these regulations, or which in the opinion of the Secretary as notified in the manner specified in subclauses (3) to (10) of this regulation, constitutes or may constitute an electrical hazard, commits an offence and shall be liable on summary conviction to a fine not exceeding $200.

Geothermal Energy Act 1953

Licensing Regime for Shallow Bores Within 1.5 Kilometres of Pohutu Geyser, Rotorua

Pursuant to section 9 (1) (b) of the Geothermal Energy Act 1953, I hereby direct that it is in the public interest that all existing bores and bores to be sunk in the future which are 61 metres or less in depth and which are within the 1.5 kilometre radius of Pohutu Geyser in Rotorua, and from which geothermal energy is tapped, taken, applied or used or will be tapped, taken, applied or used, be subject to the following licensing regime as from 3 March 1989:

  1. Licences to tap, take, use or apply geothermal energy will only be granted when the Minister of Energy is satisfied that there will be:
    a. no fluid withdrawal; and
    b. no heat withdrawal from those parts of the system where there is a stable down hole temperature of 100 degrees celsius or more, as determined to the satisfaction of the Geothermal Inspector.

  2. Licences will be granted for a maximum term of 2 years and any renewals are to be on such terms and conditions as the Minister deems necessary at the time of renewal.

  3. Licences will be subject to such conditions as may be set by the Minister. All conditions will be approved by the Minister and will include:
    a. the casing to be fully cemented into the country;
    b. such casing to prevent any flow between different aquifers (or parts of the same aquifer) that would not occur naturally if the bore was not drilled; and
    c. temperature profiles to be taken initially under stable conditions and thereafter at practical intervals, coinciding, where appropriate, with bore maintenance.
