Summary of Bills Introduced
Contraception, Sterilisation, and Abortion Amendment Bill
This Bill amends the Contraception, Sterilisation, and Abortion Act 1977 in 2 respects: contraception in relation to persons under 16 years of age; and the persons by whom and the procedure by which abortions may be authorised in certain cases.
Defence Bill
This Bill replaces the Defence Act 1971 and its amendments. Its main purpose is to restructure Defence administration by—
(a) Abolishing the New Zealand Defence Council; and
(b) Constituting the New Zealand Defence Force, comprising the Armed Forces and the Civil Staff, as a separate entity; and
(c) Retaining the Ministry of Defence, but removing most of its present responsibility for military expenditure.
Although the New Zealand Defence Force will not be a Department of the Public Service, the Chief of Defence Force will be required to comply, broadly, with the requirements of the State Sector Act 1988 in relation to the Civil Staff, and with the relevant provisions of the Public Finance Act 1989 in relation to expenditure.
Education Amendment Bill
This Bill amends the Education Act 1989, the Education Act 1964 and the University Acts.
The principal amendments provide for:
- the payment of fees by foreign students enrolled at state schools;
- the payment of fees by people attending evening and similar classes at state schools;
- the establishment of and closure of state schools;
- the amount of a school’s teacher salaries grant is to be determined without reference to foreign students;
- the Minister to authorise the payment of teacher salaries out of fees paid by foreign students; to the extent that the enrolment of those students has made necessary the employment of extra teachers;
- the enrolment, charging, and fixing of fees to domestic and foreign university, teachers college, technical institute, and community college students;
- the bulk funding of the universities, teachers colleges, technical institutes and community colleges;
- the removal of the University Grants committee from involvement in the funding of the universities;
- the priorities for enrolment at universities;
