Notice of Prohibition

  1. Pursuant to regulation 8 of the Electrical Wiring Regulations 1976, notice is hereby given that the apparatus described below, in my opinion constitutes or may constitute an electrical hazard and is unsuitable for use in New Zealand.

Description: Tester Screwdriver for use on low voltage (230 V) equipment sold as part of “Electrical Home & Auto Tester Kit” and possibly also available as a separate item.

Construction: Handy Screwdriver with hollow plastic handle. The hollow section of the handle has inserted a voltage drooping device comprising an impedance, neon type bulb, and tension spring. Components are arranged in a series connection between the steel shaft of the screwdriver and a brass contact in the end of the handle.

The method of operation for testing advised is to place the tip of the screwdriver in the outlet, plug, etc. and touch the brass end of the handle. The neon bulb will illuminate if the circuit is ALIVE.

  1. Faults—The known faults of the device are:

a. the impedance, which is essential for safety, is easily bypassed either intentionally or unintentionally because of the poor arrangement of the impedance and neon.

This could result in full mains voltage being applied to the handle end of the screwdriver.

b. the reliability of the impedance and/or the neon is questionable which could lead the user to assume a circuit is “dead” whereas the impedance or neon may have failed.

Dated at Wellington this 14th day of June 1989.

P. J. McCARTHY, Acting Secretary of Energy.
