Northland Regional Council Constitution Order 1987

At Wellington this 14th day of December 1987

His EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL

Pursuant to section 36 of the Local Government Act 1974, His Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, hereby makes the following order:

Order

1. Title and Commencement—(1) This order may be cited as the Northland Regional Council Constitution Order 1987.

(2) This order shall come into force on the day after the Returning Officer, pursuant to the Local Elections and Polls Act 1976, declares the result of the election of members to be held on 12 March 1988, or the 1st day of April 1988, whichever shall be the later.

(3) Those provisions of this order necessary to provide for the first election of the members of the Regional Council shall come into force on the date of the making of this order.

2. Constitution—(1) There is hereby constituted a Northland Regional Council (hereinafter referred to as “the Regional Council”) which shall be the council for the Northland Region.

(2) The Northland Region shall be that Region constituted by clause 2 of the Northland Region Constitution Order 1979 and comprising the constituent districts of:

The County of Mangonui;
The Borough of Kaitaia;
The County of Whangaroa;
The County of Hokianga;
The Borough of Kaikohe;
The County of Bay of Islands;
The County of Whangarei;
The Town District of Hikurangi;
The City of Whangarei;
The County of Hobson;
The Borough of Dargaville;
The County of Otamatea;

(3) The Northland Region Constitution Order 1979 is hereby amended by revoking clauses 3 to 9 thereof.

3. Northland United Council—(1) The functions of the Northland United Council are hereby transferred to the Regional Council.

(2) The Northland United Council is hereby dissolved.

4. Northland Catchment Commission—(1) The functions of the Northland Catchment Commission are hereby transferred to the Regional Council.

(2) The Northland Catchment Commission is hereby dissolved.

(3) Subject to the provisions of this order and the Local Government Act 1974, the Regional Council shall have all the powers, rights, functions and duties of a Catchment Board constituted under the Soil Conservation and Rivers Control
