Pursuant to section 3 of the National Roads Act 1953, His Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, hereby appoints:
Margaret Bazley of Wellington, Secretary for Transport to be a member of the National Roads Board in place of the former Secretary for Transport, Derek Ernest Homewood on and from the 20th day of July 1988.

Traffic Regulations 1976
Approval of Motorcycle Safety Helmets in Terms of the Traffic Regulations 1976
Pursuant to subclause (1) of regulation 88 of the Traffic Regulations 1976, and pursuant to powers delegated to me by the Secretary for Transport by an instrument of delegation dated the 2nd day of November 1987, motorcycle safety helmets of the make and type described in the Schedule hereto are hereby approved for the purposes of regulation 31 of the said regulations.
Schedule
Motorcycle safety helmets manufactured by Kiwi SA, Switzerland, complying with ECE Regulation 22.02 and marked accordingly and bearing the model designations K14, K16, K20, and K21.

Approval of Alternative Type of Seat Belt for Specified Vehicles
Pursuant to subclause (1) of regulation 90 of the Traffic Regulations 1976 and pursuant to powers delegated to me by an instrument of delegation dated the 2nd day of November 1987, any second-hand motor vehicle imported into and registered in New Zealand prior to 31 May 1989 is temporarily exempted from the requirement of fitting three point lap and diagonal seat belts in sitting positions to the rear of the driver's seat in accordance with the following conditions:

Such seating positions are fitted with lap belts of an approved type.

This exemption shall only apply until the 31st day of July 1989.

On the expiration of this exemption notice concessions to these motor vehicles shall no longer apply other than to vehicles issued with permanent exemptions.

Approval of Child Restraints for Use in Motor Vehicles
Pursuant to subclause (1) of regulation 88 of the Traffic Regulations 1976, and pursuant to powers delegated to me by the Secretary for Transport by an instrument of delegation dated the 2nd day of November 1988, child restraints of the make and type described in the Schedule hereto are hereby approved for the purposes of regulations 30 and 30A of the said regulations.
Schedule
Child restraints manufactured by Sumner Products plc or K. L. Jeenay plc, Great Britain, under the trademark K. L. Jeenay, complying with BS 3254 or BS AU185 or BS AU202 and marked or otherwise labelled accordingly, or complying with ECE Regulation 44 and marked or otherwise labelled accordingly.

Approval of Alternative Type of Seat Belt for Specified Class of Vehicle
Notice
Pursuant to regulation 78A and regulation 90 (1) of the Traffic Regulations 1976, and pursuant to powers delegated to me by an instrument of delegation dated the 2nd day of November 1987, two point lap seat belts of an approved type are hereby approved for the use of passengers in side facing seats to the rear of the driver in any Nissan Navara King Cab Utility model KFGD21, KNMD21, or KNGD21.

Approval of Brake Testing Instrument
Pursuant to subclause (5) of regulation 68 of the Traffic Regulations 1976, the Secretary for Transport hereby approves, for the purposes of the said regulations, the brake testing instrument of the model and type described in the Schedule hereto, subject to the condition of approval set out in the said Schedule.
Schedule
MAHA Platform Brake Tester, Model PP2 (Digital and Analogue), manufactured by Maschinenbau Haldenwang GmbH, West Germany.
Condition of Approval
The above MAHA Platform Brake Tester is approved subject to the following condition:
- That it is supplied with a chart or performance calculator which relates the following variables: Vehicle weight, braking effort, braking percent and stopping distance.
