Classification of Reserve and Vesting in the New Plymouth City Council

Pursuant to the Reserves Act 1977, and to a delegation from the Minister of Conservation, the Wanganui Regional Manager hereby classifies the reserve described in the Schedule hereto, as a recreation reserve, and vests the said reserve in the New Plymouth City Council in trust for that purpose.

Schedule

Taranaki Land District—City of New Plymouth

6607 square metres, more or less, being Section 1029 Grey District, situated in Block V, Paritutu Survey District. All G.E. 329839, S.O. Plan 12017.

Classification and Naming of a Reserve

Pursuant to the Reserves Act 1977, and to a delegation from the Minister of Conservation, the Waikato Regional Manager of the Department of Conservation hereby classifies the reserve described in the Schedule hereto, as a scenic reserve subject to the provisions of section 19 (1) (a) of the Reserves Act 1977 and further, declares that the said reserve shall hereafter be known as the Upper Mangapu Stream Scenic Reserve.

5.8148 hectares, more or less, being Section 2, Block V, Otanake Survey District. All New Zealand Gazette, 1987, page 6113, S.O. Plan 14095.

ORDER IN COUNCIL

At Wellington this 6th day of September 1988

Present:
His Excellency the Governor-General in Council

Pursuant to section 36 of the Local Government Act 1974, His Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, hereby makes the following order:

Order

  1. Title and commencement—(1) This order may be cited as the Taupo Borough—Taupo County Union Order 1988.

(2) This order shall come into force on the day after the day on which the Returning Officer declares the result of the election or on the 1st day of December 1988, whichever is the later.

(3) The provisions of this order necessary to provide for:
(a) the first election of members of the District Council; and
(b) the constitution of the Transition Committee, pursuant to clause 10 of this Order shall come into force on the day of the making of this order.

  1. Constitution—(1) The districts of Taupo Borough and Taupo County are hereby united into one district to be known as the Taupo District (hereinafter referred to as “the new district”).

(2) The Taupo Borough Council and the Taupo County Council (hereinafter referred to as “the former authorities”) are hereby dissolved.

(3) A council for the new district to be known as the “Taupo District Council” (hereinafter referred to as “the district council”) is hereby constituted.

  1. Wards—The new district is hereby divided into six wards as follows:

The Pouakani Ward, comprising the area described in the First Schedule to this order;

The Taupo Ward, comprising the area described in the Second Schedule to this order;

The Kaingaroa Ward, comprising the area described in the Third Schedule to this order;

The Tongariro Ward, comprising the area of the Tongariro and Rangitoto Ridings of the former Taupo County;

The Turangi Ward, comprising the area of the Turangi Riding of the former Taupo County;

The Mangakino Ward, comprising the area of the Mangakino Riding of the former Taupo County.

  1. Communities

(1) Mangakino Community
(a) The Mangakino Community shall enure as if it had been constituted by the district council.
(b) The Mangakino Community Council is hereby declared to be a district community council.
(c) The Mangakino District Community Council shall comprise 6 members.
(d) Those members of the Mangakino Community Council holding office on the day of the making of this order shall be members of the Mangakino District Community Council and shall continue in office until such time as successors are elected.

(2) Turangi Community
(a) The Turangi Community and District Community Council shall enure as if they had been constituted by the district council.
(b) Those members of the Taupo County Council elected by the Turangi District Community Council holding office on the day of the making of this order shall be members of the district council.

  1. First Election of Council—(1) The first general election of the district council shall be held on the 19th day of November 1988.

(2) For the purpose of arranging the first election of the district council, the Principal Administrative Officer and the Returning Officer for the new district shall be the persons appointed to those offices pursuant to clause 10 (7) (b) of this order.

(3) The first general election of the district council shall be conducted by postal vote.

  1. Membership of Council—The district council shall comprise a Mayor to be elected by the electors of the new district as a whole and, until the date of the triennial general election of council in 1995, 15 members elected as follows:

2 members to be elected by the electors of the Pouakani Ward;

8 members to be elected by the electors of the Taupo Ward;

1 member to be elected by the electors of the Kaingaroa Ward;
