Raymond John Salmons (Salvation Army) is appointed to a commission in the rank of Chaplain Class IV, with seniority from 11 February 1984 and effect from 11 February 1988.

2nd Lieutenant Neil Raymond Hickey of Headquarters, Force Maintenance Group, resigns his commission with effect from 25 November 1987.

Electrical Wiring Regulations 1976

Electrical Apparatus Which May Constitute an Electrical Hazard

This notice is subsequent to the public notice in the New Zealand Gazette, No. 12 of 11 March 1965, page 319.

Prohibition Notice

Pursuant to regulation 8 of the Electrical Wiring Regulations 1976, notice is hereby given that:

  1. The apparatus described below may, in my opinion, constitute an electrical hazard.

Description: Three pin flat pin type 10 amp plugs constructed from moulded thermoplastic material in two parts, the two parts being held together in a manner allowing separation without the use of a tool.

  1. The possible electrical hazard is similar to that arising from the prohibited two-piece rubber plugs that have been the cause of fatal electrical accidents in New Zealand. The cover portion over the terminals of these thermoplastic plugs is intended to be secured to the body portion by being of tight fit when pressed into position but with age, damage or elevated ambient temperature the cover is considered to become sufficiently loose that it could be easily removed and thus expose live terminals.

  2. The plugs also fail to comply with the following requirements of New Zealand Standard Specification 198:1967 3 pin flat pin plugs, plug-sockets, tap-ons and cord extension sockets with 10 amp 250 volt (maximum) rating:

    • Clause 4—Materials and Construction.
    • Clause 11—Identification of contact pins.

Compliance with NZSS 198 is a statutory requirement for such plugs.

  1. These plugs are likely to be found connected to the flexible cord of portable appliances imported into New Zealand.

  2. All persons who have purchased appliances fitted with the above-mentioned plugs should arrange for the plugs to be replaced with ones of a safe type immediately and destroy the unsafe ones.

  3. Every person who sells or offers for sale any apparatus which in the opinion of the Secretary of Energy constitutes or may constitute an electrical hazard commits an offence and shall be liable on summary of conviction to a fine not exceeding $200.00.
