Notice of Approval of Bylaw Amendment
I, Helen Elizabeth Clark, Minister of Conservation, pursuant to sections 8A and 165 of the Harbours Act 1950 hereby give approval to the Christchurch City Council bylaw amendment adopted on 15 February 1988 and confirmed on 21 March 1988 by ordinary meetings of the council, and acknowledged by the Minister of Transport on 16 May 1988.

Christchurch City Bylaw No. 120A (1988)—Estuary and Foreshore
In pursuance of the powers vested in it by the Local Government Act 1974, the Harbours Act 1950, and the Christchurch Harbour Order 1968, the Christchurch City Council makes this bylaw.
- Title and Commencement:
(1) This bylaw may be cited as the Christchurch City Bylaw No. 120A (1988) Estuary and Foreshore and shall be read together with and deemed part of the Christchurch City Bylaw No. 120 (1982) Estuary and Foreshore (hereafter referred to as the principal bylaw).
(2) This bylaw shall come into force on the day it is approved by the Ministers of Conservation and Transport jointly, by notice in the Gazette.
- Definition:
Clause 4 of the principal bylaw is altered by inserting, after the definition of the term “Warden”, the following definition:
“‘Wet-bike’ means for the purposes of clauses 15 and 17A a machine capable of travelling over water propelled by power produced from its own engine and which is principally designed to be ridden:
(a) on skis; or
(b) by the use of movable control column.”
- Nuisance by use and obstruction:
Clause 15 (a) of the principal bylaw is altered by inserting, after the word “any” the words “or wet-bike”.
- New clause inserted:
The principal bylaw is altered by inserting, after clause 17, the following clause:
“17A Wet-bikes
(a) No person shall operate, navigate or manoeuvre a wet-bike within 30 metres of any person bathing or using a surfboard or not being a person in any access lane or impeding the use of any access lane in breach of the provisions of section 13 of this bylaw.
(b) No person shall propel or navigate a wet-bike, the engine of which causes unreasonable noise by reason of:
(i) the lack of a silencing device; or
(ii) the disrepair of the engine.
(c) No person shall cause unreasonable noise by accelerating or racing the engine of a wet-bike while the wet-bike is stationary.
(d) Notwithstanding any other clause in this bylaw no person shall propel or navigate a wet-bike between the hours of 7.45 p.m. and 8 a.m. in that area of coastal water under the control of the council seawards to a distance of 200 yards measured from the water’s edge southwards of an extension due east from the centre line of Burgess Street to a line extended due east from a point having as its origin the northern-most point of Whitewash Head.”
(e) Nothing in clause 1 relating to the use of the District Scheme for the measurement of noise levels shall apply to this clause.
The resolution to make this bylaw was passed by the Christchurch City Council at an ordinary meeting of the council held on the 15th day of February 1988, which resolution was confirmed at a subsequent meeting of the council held on the 21st day of March 1988.
The Common Seal of the Christchurch City Council was affixed in accordance with the special order made by the council on the 23rd day of March 1988.

Pursuant to section 35 of the Defence Act 1971, His Excellency the Governor-General has approved the following appointments, promotions, extensions, transfers, resignations, and retirements of officers of the New Zealand Army.
REGULAR FORCE
Royal Regiment of N.Z. Artillery
Temporary Lieutenant Colonel Richard Hugh Williams is transferred to the Army Reserve, General List of Officers, in his present rank with effect from 24 March 1988.
Temporary Major M. I. Pope to be Major with seniority from 29 June 1987 and effect from 8 February 1988.
2nd Lieutenant James Daniel Mather is transferred to the Army Reserve, General List of Officers, in his present rank with effect from 21 February 1988.
Royal N.Z. Armoured Corps
Captain J. D. St C. Ramsden is transferred to the Territorial Force with effect from 2 March 1988.
Lieutenant Andrew Charles Watt, B.A., is transferred to the Army Reserve, General List of Officers, in his present rank with effect from 2 February 1988.

Major S. G. Heaton, B.E. (HONS), to be temp. Lieutenant Colonel with effect from 23 March 1988.
