COM No. 9/86

Before the Broadcasting Tribunal

In the matter of the Broadcasting Act 1976, and in the matter of a complaint by T. F. W. HARRIS.

WARRANT HOLDER—Broadcasting Corporation of New Zealand (Television New Zealand).

Chairman: B. H. Slane.

Member: Robert Boyd-Bell.

Co-opted Members: Brian W. Stephenson and Hiwi Tauroa.

Dated the 31st day of March 1987.

DECISION

This complaint arose from a report broadcast in the 6.30 p.m. Network News on Television One on Friday 30th May 1986, prepared by a TVNZ reporter. The reporter had been assigned to South Africa for a limited period and on a restricted visa to report on the tour of the NZ Cavalier rugby team to the Republic of South Africa.

The Report:

The report of 3 minutes and 50 seconds duration was a compilation in which the reporter attempted to set in context the experiences which the Cavalier rugby team and their tour supporters might have undergone during their time in South Africa and the impressions of that country which they were likely to bring home.

It was of the nature of a personal review of the present state of South African society, using a considerable amount of recent “file” footage.

The Complaint:

Professor Harris lodged a formal complaint with the BCNZ dated Wednesday, 4 June 1986 questioning both the nature and the motivation of the report.

He said the material was selected to emphasise extremes; was not intended to be balanced; was deliberately designed to show whites in the most unfavourable light and specifically linked fighting in a rugby match with violence at a right-wing political meeting.
