PURSUANT to section 52 of the Civil Defence Act 1983, I, Robert Norman Byrne, hereby declare a state of local civil defence emergency to be in force in the Whakatane District.
The state of local civil defence emergency shall come into force on the time and date of the making of this declaration.

Transport Licensing Authority Sitting
PURSUANT to the Transport Act 1962, the No. 11 District Transport Licensing Authority (F. H. K. Before the Broadcasting Tribunal
IN the matter of the Broadcasting Act 1976, and in the matter of OTAGO RADIO ASSOCIATION INC. for an amendment to Warrant AM-1/4XD to extend the hours of broadcasting:

DECISION
The present hours of 4XD are Monday to Saturday 1800 hours to 2300 hours, Sunday 0900 hours to 2300 hours.
The association has applied to extend the hours by 1 hour on weekdays to close at midnight, and to broadcast from 0800 to 2400 hours on Saturdays and Sundays. This constitutes an extension on Saturdays of 10 hours and on Sundays of 2 hours.
An application is also made to continue until 1 hour after midnight on Christmas Day and New Year’s Day.
The station’s hours were substantially increased in 1981 (Decision 17/81) which followed a suggestion from the Tribunal that it would like to see the station work towards an extension of hours.
That resulted in the station broadcasting daily.
In 1984 the daily hours were extended to provide continuous broadcasting from 0900 hours to 2300 on Sundays (Decision 12/84).
The present application therefore slightly extends the hours Sunday to Friday and substantially increases the hours on Saturdays.
In support of the application the association indicated that it intended to use the additional hours to provide a programme to its listeners similar to that broadcast during the present hours. The content of the programme was described as light and bright music with an emphasis on popular music of the past, recent middle of the road releases and country music. It was described as “easy listening”.
The association submitted that the programme would fill a gap between the contemporary music broadcast by 4XO, the sporting and general popular music programme broadcast by 4ZB, the national programme broadcast by 4YA and the concert programme broadcast by 4YC, and the heavy music broadcast by the Student FM station.
It was suggested that the programme content did not encroach on or duplicate programmes offered by other radio stations in Dunedin.
There was no opposition to the application.
The tribunal considers the increased hours to be desirable in the public interest; that the extension will have no significant effect on any other station; and that the extension provides a better utilisation of the frequency.
The warrant will be amended as applied for.

PURSUANT to the provisions of regulation 18 (3) of the Electrical Wiring Regulations 1976, the following specifications are declared suitable for the purpose of those regulations:

BS 162: 1961 Electric power switchgear and associated apparatus (including Amendments No. 1 to No. 5). Declared suitable subject to compliance with regulation 20 (1) of the Electrical Wiring Regulations 1976.

BS 562: 1958 Reversible connectors (including Amendments No. 1 to No. 3).
Declared suitable subject to compliance with regulation 20 (1) (b) of the Electrical Wiring Regulations 1976. If this specification is superseded the declaration of this specification is rescinded.
