The Secretary of Energy
1.) I have decided that certain information sought by Balcairn Mining Investments Ltd. and solicitors Graham & Company from the Ministry of Energy, namely, all relevant reports or information relating to the investigation of the Rotokawa Geothermal Field, including the report compiled by M. A. Mongillo in 1985 and RK.4 Well Testing and Completion Reports (Ministry of Works and Development, 1985), should not be made available to Balcairn Mining Investments Ltd and Graham & Company notwithstanding the Chief Ombudsman’s recommendation to that effect under section 30 (b) of the Official Information Act 1982 (the “Act”), and accordingly, pursuant to section 32 (1) (a) of the Act, I hereby direct you not to release such information.
- The grounds for the direction are:
(a) That the release of the information could reasonably be expected to prejudice significantly the competitive commercial activities of the Gas and Geothermal Trading Group of the Ministry of Energy.
(b) That the release of the information could reasonably be expected to interfere significantly with negotiations related to the competitive commercial activities of the Gas and Geothermal Trading Group.
(c) That the withholding of the information is necessary to enable the Gas and Geothermal Trading Group to carry out, without prejudice or disadvantage, its commercial activities and the withholding of the information is not outweighed by other considerations which render it desirable, in the public interest, to make that information available.
- The advice on which this direction is based has been received from the Secretary of Energy. The purport of the advice is as set out above.

Private Schools Conditional Integration Act 1975
Pursuant to section 10 of the Private Schools Conditional Integration Act 1975, notice is given that a supplementary integration agreement has been signed between the Minister of Education and the Proprietor of the following school:
Villa Maria College, Christchurch.
The said supplementary integration agreement came into effect on 17 February 1987. Copies of the supplementary integration agreement are available for inspection without charge by any member of the public at the Department of Education, Head Office, National Mutual Building, Featherston Street, Wellington, and at regional offices.

Commerce Act 1986. Merger or Takeover Proposal
Notice is hereby given of the following determination made by the Commerce Commission pursuant to section 66 (6) of the Commerce Act 1986.
Determination No. 189 (Ref. AUT/M1-W6/1)
On 10 March 1987 the Commerce Commission determined to give a clearance to a proposal that Wattie Industries Ltd. acquires up to 100 percent of the issued share capital of General Foods Poultry Ltd.
The full text of the Commission’s written determination is available from the Commission’s offices at Auckland, Wellington and Christchurch.

Order for Confiscation of a Motor Vehicle
This order is pursuant to section 84 (2) of the Criminal Justice Act 1985, whereas, Nigel James Stockbridge of 18 Riddlers Cresent, Petone (hereinafter called the defendant) was on the 5th day of March 1987 convicted of theft and driving while disqualified in the District Court at Lower Hutt and sentenced to 8 months periodic detention, first reporting at work centre on 13 March 1987; and disqualified from holding or obtaining a driver’s licence for 1 year commencing on the 24th day of September 1987 and in addition to the above sentence and disqualification it is ordered that the Holden car registered No. HJ3587 be confiscated and surrendered to the Court Bailiff at the Lower Hutt District Court forthwith.
I direct you to confiscate and deliver it to the Registrar of the District Court at Lower Hutt for detention until such time, it may be sold by public auction or in such other manner as the Court may direct pursuant to section 87 of the Criminal Justice Act 1985.
