September 1987 and Tuesday, 24 November 1987, the council resolved by way of special order as follows:

That the system of rating for the Christchurch City Council be changed to the capital value rating system.
That in addition to applying to the general rate capital value rating shall also be applied to the following rates:
Special rates.
Recreation rate.
Canterbury Museum rate.
Riccarton Bush Trustees Board rate.
Canterbury United Council rate.
North Canterbury Catchment Board rates.
That these changes be effective on and from the 1st day of April 1988.
