MANUFACTURERS EXCLUSIVE AUSTRALIAN LICENCES (MEALS). CALL FOR APPLICATIONS FOR THE NEW MEALS FOR 1985/86

  1. Detailed below are the new Manufacturers Exclusive Australian Licences for 1985–86. These amounts are increases over and above existing MEAL levels generated by the ANZCER:TA growth formula. (Applications for take up of the existing MEAL levels closed on 1 October 1984.)

  2. The MEAL allocation guidelines and procedures for 1985/86 are set out in the TEAL And MEAL Allocation Procedures, published March 1985. Manufacturers who wish to apply for a share of the 1985/86 MEALS should carefully study the MEAL guidelines before applying.

DEADLINES

  1. APPLICATIONS CLOSE AT 5 P.M., FRIDAY, 13 MAY 1985. NO LATE APPLICATIONS CAN BE ACCEPTED. Applications should be mailed to the Executive Officer, General Industries Two, Department of Trade and Industry, Private Bag, Wellington and must be received before the closing time. Applications can also be delivered by hand to the First Floor Reception, Bowen State Building, Bowen Street, Wellington. Applications will be accepted if sent via the G.P.O.—Bureaufax Service. Telex and telegram applications will NOT be accepted.

  2. Important. Under NO circumstance should the word "tender" or similar be placed on the envelope containing an application for MEALs or on the application itself. Any mail thought to be a tender will be held under seal until the closing time for tenders which is after the closing time for MEAL applications.

INFORMATION REQUIRED

  1. To be read in conjunction with the TEAL And MEAL Allocation Procedures, published in March 1985.

  2. Existing MEAL holders will need to provide the following specific details for each item code where MEALs are sought:
    (i) Name of confirmed Australian manufacturing source(s) of supply for 1984–85 and 1985–86;
    (ii) details of MEAL usage in 1983–84 and estimated usage for 1984–85;
    (iii) full details of the product rationalisation and/or complementation with the Australian manufacturer(s) concerned;
    (iv) details of increased New Zealand exports arising from the arrangement (detailing specific products) to Australia and/or third countries for 1983–84, with projected export figures for 1984–85 and 1985–86;
    (v) detail the level of MEALs sought for 1985–86;
    (vi) value of production for the domestic market of goods within the item code in the company's last financial year valued at ex-factory prices excluding freight. NB: Production for export to be excluded.

  3. New applicants for MEALs must provide the same information as in 6 above excluding that relating to performance in previous years.

PROSPECTIVE TENDERERS

  1. A manufacturer, including its subsidiaries and associates, who receives and retains a share of the Manufacturers Exclusive Australian Licences (MEALs) in an item code is not permitted to tender in the same item code. For further information, please refer to the TEAL And MEAL Allocation Procedures.

OTHER STATUTES AND REGULATIONS

  1. The granting of an import licence does not relieve the licence holder of any responsibility to meet the requirements for other statutes, regulations, standards etc. Applicants should be conversant with the requirements for the importation and sale of the goods they are concerned with.

MOTOR VEHICLES AND COMPONENTS

  1. Access arrangements for most motor vehicles and parts for motor vehicles are provided for by the Motor Vehicle Industry Plan. ANZCER:TA MEALs cannot be used to import these goods. Licences for item codes in which motor vehicle components fall will have their product coverage endorsed "excluding those of a kind commonly used with the vehicles specified in Appendix B attached". A copy of Appendix B will be attached to relevant licences. It reads:

  2. Pursuant to Annex C of the ANZCER Trade Agreement, in the item codes listed below the Exclusive Australian Licences are only available for goods EXCLUDING components of a kind commonly used with:
    (a) Tractors for articulated vehicles, being tractors that are designed for operation solely or principally on the highway; or
    (b) Vehicles of Tariff Heading 87.02, other than air-cushioned vehicles or convertible road rail motor coaches.
