(2) If in the committee’s opinion the premium fees proposed by
the medical practitioner are acceptable, the committee shall
recommend to the Minister accordingly.

(3) If the committee does not make a recommendation under
paragraph (2) above, then the committee shall refer the
matter to the Central Paediatric Fees Committee.

(4) Record the premium fees, for paediatric services by way of
surgery consultation, by participants in the special
arrangement. Every approval recommended by the
committee may be reconsidered by the committee at not
less than 3-yearly intervals, upon appropriate notice to the
practitioner concerned, who may make recommendations
to the committee.

  1. Any medical practitioner who is within the special arrangement
    may apply to a Children’s Fees Advisory Committee for approval
    of a premium fee above the guideline fee specified in clause 2 of
    this agreement.

  2. Any motor vehicle allowances and rural bonuses to which the
    medical practitioner is entitled under sections 94 and 94A of the
    Social Security Act 1964 shall apply with respect to paediatric
    services.

  3. Notwithstanding the foregoing provisions, any medical
    practitioner within the special arrangement shall be entitled on any
    particular occasion to charge a fee higher than the guideline fee for
    paediatric services which are of more than normal complexity or
    of longer than normal duration, but the reason for the higher fees
    must be clearly explained to the patient. In cases where accounts
    are sent to patients, a written explanation for the higher fee shall
    be furnished.

  4. The medical practitioner shall provide at his or her surgery,
    the following information about his or her services;

    The hours at which services are available;
    The arrangement for out of hours services;
    Whether visits are made in appropriate circumstances;
    Whether maternity services are available;
    Whether family planning services are provided;
    His or her usual charges for paediatric services and the paediatric
    services benefits available;

That the medical practitioner has undertaken to provide services
under the terms of this special arrangement.

This information shall be provided in such a manner as to be
available to patients before consultations take place.

  1. A medical practitioner who has requested participation in the
    special arrangement may withdraw from participation upon 2
    months notice.

  2. The Minister may remove from the special arrangement any
    medical practitioner who has breached any term of this special
    arrangement.

  3. The special arrangement made on the 17th day of December
    1984 is hereby revoked.
