Description of Right of Way

THE council shall have the right, with its successors in title, to the
full, free right and liberty for its agents, servants, workmen, licensees
and invitees, from time to time and at all times, by day or by night,
to pass and repass with vehicles of all kinds provided that the council
shall not be at liberty to fence the said right of way without the
written consent of the registered proprietor for the time being of
the land described in the said Third Schedule, and that the council
shall be responsible for the total costs of preparing the said right
of way and all maintenance costs.
