That Purpose to be Crown Land
PURSUANT to sections 24 and 30 of the New Zealand Railways
Corporation Act 1981 and section 42 of the Public Works Act 1981,
the General Manager of the New Zealand Railways Corporation
with the prior written consent of the Minister of Railways hereby
declares the land described in the Schedule hereto to be Crown
land, subject to the Land Act 1948.

Direction Not to Disclose Information
PURSUANT to section 32 (4) of the Official Information Act 1982 a
copy of a direction to the General Manager of the Development
Finance Corporation made under section 32 (3) (a) of that Act and
set out in the Schedule below, together with the grounds for the
direction and the source and purport of the advice on which the
direction was based (also set out in the Schedule below) are hereby
published.

DFC INVESTMENT BANK PROPOSAL
-
This is to advise you that I have decided that the information
requested by Mr A. Morrison, Chief Reporter of the New Zealand
Times (as amended in discussion with the DFC) namely a general
outline of the Corporation’s proposal to set up an investment bank
(as contained in the introduction to a paper by the Corporation in
December 1982) and 2 letters dated 18 February 1982 and 6 July
1983 from the Minister of Finance to the Corporation should not
be made available, and accordingly direct you pursuant to section
32 (3) (a) of the Official Information Act not to release it. -
The grounds for the direction are, that notwithstanding the
opinion of the Chief Ombudsman that good reason for withholding
the information does not exist under section 9 (2) (g) (i) of the Act,
in my view the release of the information sought would inhibit free
and frank expression of opinions by and between Ministers of the
Crown and the Corporation generally and in particular in relation
to the DFC investment bank proposal and accordingly would be
detrimental to the effective conduct of public affairs. -
The investment bank proposal was put before Government in
December 1982 and was the subject of discussions between the DFC
and the Government for the next 6 months. It is, in my view,
essential for the proper consideration of such a proposal that the
Government and the DFC can communicate in a free and frank
manner about it. The information requested contains opinions of
the Corporation on the need for an investment bank proposal and
the replies by the Minister of Finance contain his view on the timing
of the implementation of such a proposal. The information, when
requested, related to a proposal still under discussion and part of
the continuing process of policy formation. The proposal may still
be subject to further discussion and in my view the Corporation
and Ministers will be inhibited from making similar communications
to each other on the proposal in the future in an effort to resolve
policy issues, if the communications in question are released. -
This direction is not based on any advice.

Auckland Grammar School for Boys Board of Governors Notice
1984
PURSUANT to section 54 of the Education Act 1964, the Minister
of Education hereby gives the following notice.
NOTICE
-
(1) This notice may be cited as the Auckland Grammar School
for Boys Board of Governors Notice 1984.
(2) This notice shall come into force on the 14th day of June -
The Board of Governors of Auckland Grammar School shall
be known as the “Board of Governors of Auckland Grammar School
for Boys” and shall be constituted as follows:
(a) One member appointed by the Auckland Education Board;
(b) One member elected by the teachers at the school;
(c) Five members elected by the parents of pupils attending the
school;
(d) One member appointed by the Senate of the University of
Auckland;
(e) Four members representing the Auckland Grammar School
Old Boys Association Inc.
Two of whom shall be appointed by the Executive Com-
mittee, and
Two of whom shall be appointed by the Headmaster’s
Council. -
The Auckland Grammar Schools Board of Governors shall cease
to control Auckland Grammar School and the sole control of that
school shall be vested in the Board constituted by clause 2 of this
notice on the 1st day of August 1984.
