(c) “Failure to pay for tenderor-licence bids within the 6 months from invoice date will invalidate later round bids. Licences unissued at the end of a year will be cancelled.”

10(c) “Licences may be assigned. Assignment forms, which are obtainable from the Department of Trade and Industry, Auckland, Wellington, Christchurch, and Dunedin must be filled in by both parties and returned, together with the licence, to the Registrar, Import Licence Tendering, Department of Trade and Industry, P.O. Box 3146, Wellington. If approved new licence will be issued. If the licence entitlement is assigned, the licence tender price must first be paid. See Part 9 for method. The licence will be issued in the assigned organisation’s name. Either the assignor or the assignee may pay the premium though the responsibility for payment remains with the original tenderer until cleared.”

Normally the only reservation the department would have about the assignment of licence is where this might be taking place in the circumvention of import regulations such as goods arrived.”
