Advertising the Taking of a Census Section 31 (5) of the Statistics Act 1975
Pursuant to section 31 (5) of the Statistics Act 1975, notice is given that a census of fishing, which has been approved by the Minister of Statistics, is being undertaken by the Department of Statistics for the year ending 31 March 1984.
The census covers the activities of all economic units (including central and local government) engaged in:
Fishing in ocean, coastal and inland waters, including fish hatcheries and shellfish farming and the hand-gathering of shellfish. This is a joint collection with the Ministry of Agriculture and Fisheries.
It is the duty of the person in charge of each undertaking involved in any of the above activities who has not received a questionnaire within 21 days after the date of this advertisement to inform the Government Statistician that such an undertaking exists.

Decision of the Films Censorship Board of Review
Chairman: Dr. J. M. Priestley.

Date of Review: 23 February 1984.
Pursuant to section 82 of the Cinematograph Films Act 1976, an application for review was made by Amalgamated Film Distribution in respect of the film Joy.
Having conducted a review of the film, the Board, pursuant to its powers under section 84 (5) of the Act by a majority decision refused to approve the film for exhibition.
The majority of the Board (Dr Priestley, Mrs Fish, Ms Dixon, and Mr Menzies) considered that the film, as submitted, was likely to be injurious to the public good. The film was a UGC release of a 1983 joint Canadian-French production. The film was well produced and technically of a high quality. The French dialogue on the sound track submitted to the Chief Censor had been dubbed in somewhat stilted English. The standard of acting of the lead roles, was, at best, unremarkable.
The opening scene of the film features a naked couple having sexual intercourse (in a stylised and somewhat acrobatic fashion) on the floor in front of the fire. They are observed by a young child. The relevance of this scene is not apparent until the last few minutes of the film. The young child turns out to be Joy. The man she observed was apparently her father who subsequently left her mother, thus inflicting on his daughter guilt; a propensity in later life for affairs with middle aged men; and of course the desire to find and be reunited with her father.
The film, however, cannot be taken seriously as a psychological drama. Its plot is a vehicle for soft core sex. Between its opening and closing scenes the film revolves around Joy, a Parisian model in her 20’s. Joy meets Marc, a middle aged man at an art exhibition. Attracted by him, she accepts his invitation to dinner and abandons her young lover. Later in her apartment he manually brings
