The Traffic (Rodney County) Notice No. 2, 1984

PURSUANT to the Transport Act 1962, and pursuant to a delegation from the Minister of Transport, and pursuant to a subdelegation from the Secretary for Transport, I, Carne Maurice Clissold, Chief Traffic Engineer, hereby give the following notice:

NOTICE

This notice may be cited as the Traffic (Rodney County) Notice No. 2, 1984.

The road specified in the Schedule hereto is hereby declared to be a 70 kilometres an hour speed limit area pursuant to regulation 21 (2) of the Traffic Regulations 1976*.

So much of the Traffic (Rodney County) Notice No. 2, 1982, dated the 17th day of March 1982, which relates to the road in the Schedule hereto†, issued pursuant to section 52 of the Transport Act 1962, and regulation 21 (2) of the Traffic Regulations 1976 is hereby revoked.

SCHEDULE

SITUATED within Rodney County at Te Hana:

No. 1 State Highway (Awanui-Bluff): from a point 90 metres measured southerly, generally, along the said State highway from Silverhill Road to the northern abutment of Te Hana Rail Overbridge.

Notice of Intention to Vary Hours of Sale of Liquor at Licensed Premises—Waikato Licensing Committee

PURSUANT to section 221A and 221B of the Sale of Liquor Act 1962, as amended by section 22 (14) of the Sale of Liquor Amendment Act 1976, I, Stanley James Callahan, Secretary for Justice, hereby give notice that the Waikato Licensing Committee on 16 December 1983 made an order authorising variations of the usual hours of trading for the licensed premises known as the Fathers Tavern, Paeroa.

To the intent that on days other than those on which licensed premises are required to be closed for the sale of liquor to the general public the hours for the opening and closing of the said premises shall be as follows:

(a) On any Christmas Eve—Opening at 11 o’clock in the morning and closing at 11 o’clock in the evening.

(b) On any New Year’s Eve—Opening at 11 o’clock in the morning and closing at 00.30 on the morning of New Year’s Day.

PURSUANT to section 221A and 221B of the Sale of Liquor Act 1962, as amended by section 22 (14) of the Sale of Liquor Amendment Act 1976, I, Stanley James Callahan, Secretary for Justice, hereby give notice that the Bay of Plenty Licensing Committee on 8 March 1984 made an order authorising variations of the usual hours of trading for the licensed premises known as the Otumoetai Licensing Trust.

To the intent that on days other than those on which licensed premises are required to be closed for the sale of liquor to the general public the hours for the opening and closing of the said premises shall be as follows:

(a) On any New Year’s Eve—Opening at 10 o’clock in the morning and closing at 00.30 o’clock on the morning of New Year’s Day.

DECISION

All these publications were commercially imported through Auckland. They were seized in 1979 but for some reason were not referred to the Tribunal until 1983. Regrettably there has been a further delay within the Tribunal.

By way of comment we have noted over the past 2 years or so the tendency to import; apparently from Australia, a number of publications which are by no means new and which are all sexually oriented. This particular group is no different. Most of them were published in Australia about 1971 or 1972 so that it would seem that they could have been available within New Zealand over a long period. Generally speaking they are poorly produced and in most cases consist of photographs without text. Most of the photographs are in black and white of females in a state of full or partial undress, in most cases exposing genitalia some in contrived or posed positions. It would not be unreasonable to say that generally speaking they are marginal and would appear to have limited appeal.

Written submissions were made by the importer with respect to the following publications:

Bare Babes

Beautiful Blondes

The Bumper Book of Crumpet

Sex Model.

In respect of these publications it was submitted that they warranted an age restriction. Without going into any great detail we consider that the first 3 should be classified as indecent in the hands of persons under the age of 18. Sex Model however, contains multiple models and appears to be in a different category from the other 3. It should be classified as indecent.

The next submission was in respect of Pantie Parade. There is a text followed by some 50 full page black and white photographs of models most scantily clad in erotic underwear. The book is tasteless and lacking in artistic merit. It was said to show the “erotic allure of female underwear”. The publication is marginal but after very full consideration we have accepted the importer’s submissions that it should be classified as indecent in the hands of persons under the age of 18.
