PURSUANT to the Local Authorities Loans Act 1956, the undersigned Deputy Secretary to the Treasury, acting under powers delegated to the Secretary to the Treasury by the Minister of Finance, hereby consents to the borrowing by the local authorities, mentioned in the Schedule hereto, of the whole or any part of the respective amounts specified in the Schedule.

PURSUANT to section 23 of the Standards Act 1965, the Standards Council, on 24 February 1984, amended the under-mentioned standard specifications by the incorporation of the amendments shown hereunder.

This consolidated amendment makes changes to several chapters of NZS 1900 of an editorial nature:

(a) as consequential amendments resulting from amendments or revocation of Standards referred to in the Model building bylaw;

(b) deletes definitions which are not appropriate to the bylaw;

(c) provides for the redefinition of Standards from documents incorporated in the bylaw by reference, by means of compliance. This is done to simplify the publication of MP 101 and reduce the extent of documents incorporated by reference in the bylaw;

(d) to include a standard clause in the bylaw, commonly included in means of compliance Standards, providing for reference to named Standards to be taken as including amendments to those Standards.

Copies of the standard specifications so amended may be ordered from the Standards Association of New Zealand, Wellington Trade Centre, 15–23 Sturdee Street (or Private Bag), Wellington.

Copies of the amendments will be supplied free of charge upon request, unless where otherwise stated.

The Standards Act 1965—Draft New Zealand Standard
Specification Available for Comment

PURSUANT to subsection (3) of section 23 of the Standards Act 1965, notice is hereby given that the following draft New Zealand standard specification is being circulated.

Number and Title of Specification
DZ 5439 Protective helmets for pedal cyclists. $10.00.

This draft Standard specifies the basic performance requirements for several properties of lightweight protective helmets for pedal cyclists intended to mitigate the adverse effects of a blow to the head. The performance requirements are specified for impact energy attenuation, resistance to penetration, strength of the retention system and its attachment points, micro-slip of the fastener and adjuster of the retention system and peripheral vision clearance. Marking requirements are also specified.

All persons who may be affected by this publication and who desire to comment thereon, may obtain copies at the price shown, from the Standards Association of New Zealand, Wellington Trade Centre, 15–23 Sturdee Street (or Private Bag), Wellington.

NOTE—Payment must accompany all requests for drafts.
The closing date for receipt of comment is 31 May 1984.

Approval of Motorcycle Safety Helmets in Terms of the Traffic Regulations 1976

PURSUANT to subclause (1) of regulation 88 of the Traffic Regulations 1976*, and pursuant to a delegation from the Secretary for Transport, I, Robert Norman Abram, Chief Automotive Engineer, hereby approve for the purpose of regulation 31 of the said regulations, motorcycle safety helmets of the make and type described in the Schedule hereto.

SCHEDULE

SAFETY helmets manufactured by Hans Romer GMBH & Co. bearing the model designation Carrera Cross Super MX1, complying with German Standard DIN 4848 and marked accordingly.

PURSUANT to the Transport Act 1962, and pursuant to a delegation from the Minister of Transport, and pursuant to a subdelegation from the Secretary for Transport, I, Carne Maurice Clissold, Chief Traffic Engineer, hereby give the following notice:

NOTICE

THIS notice may be cited as the Traffic (Opotiki County) Notice No. 1, 1984.

The road specified in the Schedule hereto is hereby declared to be a closely populated locality for the purposes of section 52 of the Transport Act 1962.
