DETERMINATIONS BY THE MINISTER OF CUSTOMS UNDER SECTION 121 OF THE CUSTOMS ACT 1966
PART I
With respect to each of the following classes of motor vehicles, the undermentioned goods may, subject to Part II hereof, be entered under Tariff items 87.01.002, 87.02.022, 87.02.028, 87.04.012 and 87.04.018 as unassembled motor vehicles, provided that the respective goods listed in column number 2 hereof, are on importation not further manufactured or assembled than as set out in column number 3 hereof:

Conditions in which such goods shall be imported
Class I:
Motor vehicles (other than omnibuses), being sedans, station wagons, utilities, vans capable of carrying passengers, goods or a combination of passengers and goods; chassis/cabs; providing that the gross vehicle weight of such vehicles does not exceed 3,500kg.
(i) Chassis, consisting of:
A metal underbody, side members, end members, cross members, sub-frame, tank supports, brackets for fixing engine, spring brackets, engine, and gearbox.
These goods (except the engine and gearbox) may be built up into a 'frame' and the engine and gear box may be fully assembled and attached to a frame. The frame must not be further assembled but such other minor fittings, for Example, stays, lugs, and brackets, as are ordinarily affixed to the frame may be so affixed.
(ii) Bodies, the following parts of:
Panels, and framework (if any).
May be built up into the form of a 'shell', with doors attached thereto. The shell may have a coat of grease, oil, red oxide, or similar protective coating, not including cellulose or pyroxylin or similar lacquer. The shell shall not be advanced in manufacture beyond the stage where the necessary welding processes have been performed; for example, the seams shall not be soldered, filled, or smoothed. The shell may not be attached to the metal underbody or frame or to parts affixed thereto (as referred to in (i) above) but may, subject to the foregoing restrictions, be imported in such condition as the importer elects.
Class II:
Motor vehicles, being commercial vehicles with a gross vehicle weight exceeding 3,500kg and road tractors:
(i) Chassis, consisting of:
Chassis frames, suspension assemblies, radiator, engine, clutch, gearbox, propellor shaft and axles.
These goods shall not be imported in sub assemblies consisting of more than one of the components specified. Nor should the chassis frames (longitudinals) be fitted with any attachment or components.
(ii) Cabs, the following parts of:
Panels, and framework (if any)
May be built up into the form of a 'shell' or 'bare cab' with doors attached thereto. They may not be further painted than prime coated and may not be fitted or trimmed with any componentry (eg, seats, instruments, window glass, rubber trim, upholstery) other than mounting brackets.
The 'bare cab' may not be attached to the chassis but may, subject to the foregoing restrictions be imported in such condition as the importer elects.
Class III:
Motor vehicles, being omnibuses.
Chassis, consisting of:
Chassis frames, suspension assemblies, radiator, engine, clutch, gearbox, propellor shaft and axles.
These goods shall not be imported in sub assemblies consisting of more than one of the components specified. Nor should the chassis frames (longitudinals) be fitted with any attachment or components.
PART II
1 Except with the special permission of the Minister, and under conditions prescribed by her, motor vehicles of any of the classes mentioned in Part I of this notice shall not be entered under Tariff items 87.01.002, 87.02.022, 87.02.028, 87.04.012 and 87.04.018 if they are imported in a form more assembled than that set out in column 3 of Part I hereof.
2 Except with the special permission of the Minister, and under conditions prescribed by her, none of the parts which have been entered under Tariff items 87.01.002, 87.02.022, 87.02.028, 87.04.012 and 87.04.018 as forming, or intended to form part of a motor vehicle or vehicles to be made from one shipment of parts, shall be used otherwise than in the assembly, completion or manufacture of that vehicle or those vehicles.
3 The Minister may in her discretion, permit any of the goods enumerated in Column 2 of Part I hereof to be entered further manufactured or assembled than as set out in column 3 hereof provided they are entered in accordance with their substantive Tariff item.
4 The undermentioned goods, if imported to be used in the assembly, completion or manufacture of motor vehicles must be entered in accordance with their appropriate Tariff item in Part I of the Customs Tariff.
(a) Of the motor vehicles mentioned in Class I of Part I hereof, viz:
Arm Rests
Battery; Cables and Earth Straps
Brake Hoses and Cables
Coiled Suspension Springs
Driveshafts
Electric Batteries (Accumulators)
Exhaust Systems (comprising Piping and Mufflers)
Exterior Rear Vision Mirrors
Floor Coverings - cut, fabricated or moulded to shape
Glass, curved or flat
Head Restraints
Horns
Hub Caps, Hub Centres, Full Wheel Covers, Wheel Trim Bands and Discs and Wheel Trim Rimbellishers
Ignition Coils
Interior Trim Components of Hardboard, Cardboard or similar materials, leather and plastic sheetings
Laminated Undercarriage Springs (not including Shackles therefor)
Melt Sheets cut to shape
Pneumatic Rubber Tyres and Inner Tubes of Rubber
Radiator Assemblies Including Pressure Caps
Seat Belts
Seat Frame and Spring Frame Assemblies (including Seat Reclining Mechanisms)
Seat Springs
Spark Plugs
