  1. Hawke’s Bay United Council—The council for the Region shall be a united council described as “The Hawke’s Bay United Council” (hereinafter referred to as “the Council”).

  2. Membership of Council—The Council shall consist of 18 members of whom:
    (a) Two shall be appointed by the Wairoa County Council;
    (b) One shall be appointed by the Wairoa Borough Council;
    (c) Four shall be appointed by the Hawke’s Bay County Council;
    (d) Four shall be appointed by the Napier City Council;
    (e) Three shall be appointed by the Hastings City Council;
    (f) One shall be appointed by the Havelock North Borough Council;
    (g) One shall be appointed by the Waipawa District Council;
    (h) Two shall be appointed by the Waipukurau District Council.

  3. Administering Authority—The administering authority of the Council shall be the Napier City Council.

  4. First Appointment of Members—(1) Each constituent authority shall, not later than the 1st day of February 1984, appoint the first member or the first members of the Council which that authority is to appoint under clause 4 of this order.
    (2) The members of the Council appointed pursuant to subclause (1) of this clause shall come into office on the day of the first meeting of the Council.
    (3) Each constituent authority shall, not later than the 1st day of February 1984, give the names of the person or persons appointed by it pursuant to subclause (1) of this clause to the principal administrative officer of the administering authority.
    (4) The principal administrative officer of the administering authority shall not be prevented, by any failure to comply with subclause (3) of this clause, from convening the first meeting of the Council in accordance with clause 7 of this order.

  5. First meeting of Council—(1) The first meeting of the Council shall be held not later than the 1st day of March 1983.
    (2) The principal administrative officer of the administering authority shall convene the first meeting of the Council and shall preside at that meeting until the election of the chairman.
    (3) The principal administrative officer may do all things necessary for the convening of that meeting.

  6. Committees—(1) Subject to section 104 of the Local Government Act 1974, section 6 of the Town and Country Planning Act 1977, and subclause (2) of this clause, the Council may appoint such committees as it thinks fit.
    (2) The Council shall appoint and maintain a Civil Defence Committee which shall include a nominee of the Director of Civil Defence and a nominee of the Commissioner of Works.

  7. Finance—(1) For the purposes of and subject to section 123 of the Local Government Act 1974, the net expenditure of the Council for each financial year shall be apportioned among the constituent authorities of the Region in accordance with the following formula:
    (a × 0.50) + (b × 0.30) + (c × 0.20)
    where—
    a is the percentage that the population of each district bears to the total population of the Region; and
    b is the percentage that the equalised rateable capital value of each district bears to the total equalised rateable capital value of the Region; and
    c is the percentage that the rateable area of each district bears to the total rateable area of the Region.
    (2) For the purposes of section 123 of the Local Government Act 1974, the functions of regional planning and civil defence shall be deemed to be functions for the benefit of the whole Region.

Extending the Time Within Which Commission of Inquiry into Contractual Arrangements Entered into by the Broadcasting Corporation of New Zealand with its Employees and into Certain Matters Related to Advertising May Report

To all to whom these presents shall come, and to:
WALTER REID JACKSON of Dunedin, chartered accountant; and
MERVYN ROWLAND GOOD of Christchurch, chartered accountant:

GREETING:
WHEREAS, by an Order in Council made on the 16th day of September 1983*, you, the said Walter Reid Jackson and Mervyn Rowland Good, were appointed to be a Commission to inquire into and report upon contractual arrangements entered into by the Broadcasting Corporation of New Zealand with its employees and into certain matters relating to advertising:

And whereas, by the said Order in Council, you were required to submit your report not later than the 9th day of December 1983;

And whereas it is expedient that the time for so reporting should be extended as hereinafter provided:

Now, therefore, pursuant to the Commissions of Inquiry Act 1908, I, The Honourable Sir David Stuart Beattie, the Governor-General of New Zealand, acting by and with the advice and consent of the Executive Council, hereby extend, until the 29th day of February 1984 the time within which you, the said Walter Reid Jackson and Mervyn Rowland Good, are so required to report, without prejudice to the continuation of the liberty conferred upon you by the said Order in Council to report your proceedings and recommendations from time to time if you should judge it expedient so to do, and hereby confirm the said Order in Council and the Commission thereby constituted, save as modified by these presents.

Appointment of Consul-General for Nauru at Auckland

His Excellency the Governor-General directs it to be notified that the appointment of

Anthony Eric Holmes

as Consul-General for the Republic of Nauru at Auckland with jurisdiction throughout New Zealand has been provisionally recognised.

Appointing a Member and his Deputy to the Engineering Associates Registration Board

PURSUANT to section 3 of the Engineering Associates Act 1961, the Minister of Works and Development hereby appoints:

John Frederick Ericson of Lower Hutt, retired as member, and John Buckley of Lower Hutt, tutor as Mr Ericson’s deputy on the nomination of the Society of Automotive Engineers Australasia (Incorporated)

to be a member and a deputy member of the Engineering Associates Registration Board for a period of 2 years from the date of this appointment.
