ORAL DECISION
The 2nd day of August 1983
THE applicant has asked that the terms of the warrant be amended to change the location of the station from Washdyke (Timaru) to Claremont (Timaru) and to increase the power of the station from 2 kW to 5 kW.
Evidence from Mr W. J. W. Allan, Divisional Engineer of radio transmission, was that the present transmitting station established in 1949 at Washdyke was situated approximately 200 m from the sea coast. Erosion by the sea occurring along the coast has overwhelmed the stopbank and drainage canal constructed in 1942. The South Canterbury Catchment Board was unable to maintain the stopbank and canal system or to finance its replacement. The installation was therefore under threat of sea flooding from storms and eventually from erosion. He believed the establishment of an alternative site was necessary.
When the station was originally established, it was designed to provide some coverage to the greater part of the South Canterbury area which was facilitated by the coastal siting. With the establishment of new commercial stations at Ashburton and Oamaru, there was less need to serve the coastal areas to the north and the south. The new site, further inland, would provide an improved coverage to South Canterbury communities whilst still maintaining adequate primary coverage over Timaru city. In particular, reception would be improved in Waimate, Geraldine, and Fairlie while maintaining the existing coverage of Temuka.
The maximum permitted power for the channel is 5 kW and the Corporation wished to take advantage of the coverage potential of the new site by increasing the power from 2 kW to the maximum. The effect would be to maintain signal strengths in Timaru and
