"As their titles indicate, all the magazines deal with bondage. Both the Bondage Life magazines contain black and white and colour pictures of partly clad females in various stages of bondage. The photos for the most part are restrained insofar as the theme of violence is not so pronounced and neither magazine highlights the breasts nor the genitalia. Both the magazines have some text, although on the whole lightweight in context.
The two Cheryl Rothman in Bondage magazines, Hogie and Dominated magazines are similar to the Bondage Life magazines, although slightly more explicit in their treatment of the bondage theme. Bondage Advocates and 235 Bondage Photos, on the other hand, are very explicit in their treatment of bondage. Many of the photos emphasise the breasts and the genitalia, as well as depicting the sado masochism associated with bondage".
The importer, Mr Duston, appears to be a collector of this type of publication because he mentions that Hogie has been published for over 10 years and he has collected copies for most of that time. His submission is that other publications of similar content appear to be available to the public and that there is therefore no reason for the classification of indecency for these particular publications. Mr Duston also suggests that the Tribunal considered restricting the publication as a special interest area in the same way as William and John Decision 649.
Attention has been drawn to Decision 933 in which similar publications were under consideration. This Tribunal repeats what was said in that decision:
"The motive for all these publications is to excite a perverse—and indeed perverted—sexual interest through fantasies of sexual violence. Although the editors and publishers write of 'bondage literature' as though it is a serious genre, it is obvious that there is a particularly vicious kind of depravity in arousing fantasies that depend on the violation of human beings reduced to the level of objects."
The Tribunal does not consider this to be an area where a special interest can be declared nor does it agree with the submission of the Comptroller that an age restriction should be put on all publications other than Bondage Advocate and 235 Bondage Photos. Publications of this nature in the hands of younger persons could easily lead to experimentation with the possibility of serious injury being inflicted. Nor can it be ignored that Bondage with its portrayal of violence may have a corrupting effect on the younger mind. In its view all these magazines have an appeal to the prurient, they portray violence and they are injurious to the public good. All, therefore, are classified as indecent.

The Road Classification (Manawatu County) Notice No. 1, 1982
PURSUANT to regulation 3 of the Heavy Motor Vehicle Regulations 1974*, the Secretary for Transport hereby gives the following notice:

This notice may be cited as the Road Classification (Manawatu County) Notice No. 1, 1982.

The Manawatu County Council’s proposed classification of the roads as set out in the Schedule hereto is hereby approved.

The notices dated the 20th day of July 1972†, the 17th day of May 1973‡, and the 3rd day of November 1976§, which relate to classification of the roads described in the Schedule hereto, are hereby revoked.

Exchange Rates
In terms of section 25 (2) of the Reserve Bank of New Zealand Act 1964, the Reserve Bank today released outer limits for rates of exchange to be used in transactions involving the conversion of New Zealand currency into foreign currencies and foreign currencies into New Zealand currency when delivery of the foreign currency dealt in will be effected by telegraphic transfer. The following range of rates, for the main currencies used by New Zealand traders in settling foreign exchange transactions, will remain in force until replaced by a new Schedule issued by the Reserve Bank. These rates do not apply to transactions for settlement after the expiration of 2 business days (forward transactions) or to transactions in which instruments are purchased which do not entitle the buyer to foreign currency balances in the foreign centre until the instruments have been delivered at the foreign centre. In the latter case interest at foreign centre rates may be deducted from the telegraphic transfer rate to compensate the purchaser for his loss during the transit period.
